Departmental Charges for Sidings under New R3i Policy 2, General Secretary, AIRF, Rail Bhawan, New Delhi

Sub: Departmental Charges for Sidings under New R3i Policy. Ref: Railway Board's letter no. 83/WI(CE-I)/SP/12 (Pt.), dated 07.6.94. This is with reference to Railway Board's letter no. 2008/PL/9/16, dated 20.7.2010 regarding New R3i Policy, which was issued with a view to encourage private sector participation in rail connectivity projects. Board have further considered liberisation of the? departmental charges for projects where the full cost of the project is borne by the applicant. Presently Para 1829E of the Engineering Code prescribes that for the work of survey & construction of private siding by the party through an approved consultant, total charges including departmental charges shall be 4% of the cost of the project. Railway Board have now decided that in case of Full Contribution Apportioned Earning Model and Private Line Model under R3i Policy, the structure of departmental charges for the sidings where the work of survey and construction of the line is done by the party through an approved consultant, would be as under : “Total charges including departmental charges shall be levied @ 2.5% of the cost of __ project subject to a cap of Rs.15 crore. However, in case the project does not get completed | in a period of 3 years, the General Manager of the Zonal Railway will have powers to charge an additional 1% per annum for every extra year or part thereof for completion in order to defray the supervision expenses."
