4. AS announced by Hon'ble MR in Lok Sabha on 2.12.2002 during
Supplementary Demand for Grants, in order to render medical assistance to
needy passengers during journey, instructions were issued vide Ministry of
Raitways' letter of even number dated 17.02.2003 (Commercial Circular No.11 of
2003) granting. 10% concession to Allopathic Doctors with minimum MBBS
qualification, subject to certain terms and conditions laid down therein.

. 2... The matter has been reviewed in the light of representations from different
quarters and it has been decided ‘to simplify the’ procedure for availing the
concession. . This concession will be admissible in accordance with the rules.

contained in IRCA Coaching Tariff No. 25, Part I(Vol.Il), subject to the following:

(). The concessional tickets will be issued directly from the

stations/reservation offices on production of an undertaking in the

_ prescribed proforma (enclosed), along with a copy of the Registration

Certificate issued by the Indian Medical Council. A copy of the revised

proforma is enclosed. Sufficient copies of the revised proforma may be

kept at all Stations/Reservation/Booking Offices for supply to Doctors free
_ofcost. This may be put on Railways’ Website also. ः

reserved coaches. in the case of Rajdhani/Shatabadi/Jan Shatabdi group

(0 . Whenever concession is granted to the Doctor, the reservation chart must

(v) The Conductors/TTEs/TSs will keep a note of Coach & seat/berth number
of such Doctors and call them to render medical assistance in case of
need. The ‘First Aid Box’ available on train with Guard/Train Supdt. may
be used in case of such exigencies. cous .

3... 116 revised instructions will cote into effect with effect from 1.5,2003,
Since there may be demand for the revised proforma, Zonal Railways should
make available the revised proforma, as ‘mentioned in 20) above, at all
Statione/Reservation Offices, by that date. Wide publicity should also be given
through various media in this regard.

4. Necessary instructions may be issued to all concerned immediately. This’? |
issues with the concurrence of Finance and Health Directorates of this Ministry.
These instructions are in supersession of the earlier instructions mentioned in

para-1. .
