Objective:
Proliferation of new Cargo Terminals and improve existing Cargo terminals to 
accelerate the growth in Railways cargo traffic

Applicability : 
All new as well as under construction/under approval cargo terminals shall be 
covered by this policy. Exiting Cargo terminals governed by Private siding or 
Private Freight terminal shall have the option to continue with their existing 
agreements or to migrate to the  GCT policy.

Condition for migration:
Existing Cargo terminals can migrate to GCT policy by submitting a request to 
DRM of the concerned Division of Railway, after clearing pending Railway dues of 
all cargo terminlas belonging to the same owner/its subsidiaries/ parent 
company/ sister concerns and withdrawing all pending arbitration cases/court 
cases, if any

Eligibility for new GCT:
Individual/sole proprietorship firm/Hindu undivided family/Partnership 
firm/Company registered under Companies Act/Limited liability Parterniship 
firm/Registered society/Registered trust/Joint Venture  
consortium/Government/semi-government agencies and statutory bodies under 
central/stare govt.

Entire capital cost from take off point shall be borne by GCTO. The ownership of 
infrastructure ( track, signalling equipment and OHE)  created on Railway land 
shall belong to Railway even though the capital cost for these shall be borne by 
the GCTO.
For existing terminals migrating to GCT, the GCTO will be required to transfer the 
ownership of assets (track, signalling equipment and OHE) created on Railway 
land to Railway free of cost. The cost of up-gradation of assets to the desired 
standards at the time of transfer of ownership to Railway shall be borne by the 
GCTO. No deparmental charges for supervision, inspection, etc.,.
The capital cost for all common-user  traffic facilities at the serving station shall 
be borne by the Railway. In case the GCTO opts to bear the capital cost of 
common user facilities, then   freight discount of 10 % will be given on total 
traffic handled (inward and outward)  in liev of bearing the capital cost of 
common user faciltiies.
In case a Block hut/block station is necessary between two existing stations  for 
providing connectivity to GCT, then  entire capital cost shall be borne by GCTO 
but  ownership shall remain with railways. For GCTs planned to load one million 
tonne or more traffic (both outward and inward) per annum, the rebate of 10 % 
shall be granted for repaying the capital cost to GCTO.

Maintenance  of Assets 
(TRACK & SIGNALLING 
EQUIPMENTS):
Maintenance of Assets on Railway land  shall be done by Railway at its own cost. 
Maintenance of assets on non-railway land including land leased/licensed to 
GCTO shall be done by Railway if the GCTO transfers the assets (except land) to 
Railways. If the GCTO does not agree to transfer the assets, the maintenance will 
be responsibility of GCTO.

Maintenance  of Assets (OHE 
equipments):
Maintenance of OHE from the take of point onward including inside the Terminal 
shall be done by Railway at its own cost.

EOL Scheme:
All new GCTs shall be set up on charging on through distance basis.  Railway may 
permit commissioning of new GCT or migration of an existing terminal to this 
policy on Non -EOL or Non through distance basis with the approval of DRM, if 
these are not operationally feasible.

Charging of Commercial staff: No cost of commercial staff will be charged from the GCTO with effect from the 
date of issue of this policy.

Provision of EIMWB: 
All GCTs planning to deal with outward cargo (loading) shall have a provision of 
EIMWB at a suitable location inside the Terminal.
13
Installation of FOIS & TMS:
FOIS and TMS shall be installed at the GCT at the cost of GCTO.
