Leave means the authority/permission granted to the employee by the employer/competent 
authority to keep away from his Bonafide Duties. Grant of Leave will benefit both the 
employee as well as employer as the employee return refreshed after leave.

Railway Services (Liberalised) Leave Rules, 1949 w.e.f. 01.02.1949 (Para 501)
Briefly discussed in Chapter-V of IREC Vol-I
Applicable to all the Railway Servants who were joined on or after 01.02.1949 (502)
Leave cannot be claimed as “Matter of Right” except ML, PL. (503)
Counting of previous Leave balance in case of Tech. Resig./Re-instatement in 
service/legal strike (504)
Conversion of one kind of leave to another kind is permissible within one month from 
date of reporting from leave on request of the employee before he retires. (505)
Prefixed and suffixed holidays/rest should be treated as duty. The holidays falls between 
the leave period will be counted as Leave (508)
Should not take any employment during the leave period (509)
Maximum amount of 5 years leave can be sanctioned (510). Beyond 5 yrs. POI

30 days in a calendar year to all the Railway Servants other than School Staff
15 days in advance on 1st January and 1st July of every year

10 days in a calendar year; 5 days on 1st Jan & 5 days on 1st July
Previous leave Balance carry forward, maximum accumulation 300 days
Maximum of 180 days can be granted at a time

previous half ye
