HOURS OF WORK AND PERIOD OF REST RULES -2005
APPLICATION:
These Rules are applicable to all Group-C employees and Substitutes.
These Rules are not applicable to RPF staff, employees governed by Factories Act (WS & PU), employees
governed by Minimum Wages Act.
These rules are about Classification of Railway employment based on nature of work and workload of a
post for fixing minimum and maximum working hours and periodical rest.
Railway working is spread over Railway Stations, yards, depots, Loco Sheds, along the Railway Track,
Workshops, Running Trains, L.C. Gates Administrative Offices etc.
Classification of employment under HWPR:
Under these Rules employment of an employee is classified into four categories based on nature of work
and work load. They are-
1) Intensive
2) Essentially Intermittent (E.I)
3) Continuous
4) Excluded
Intensive:
If the work of the employee is of strenuous nature, requires continuous concentration or hard work with
little or no period of relaxation, then it comes under Intensive classification.
Example: Section Controllers, Telephone Operators etc.
Essentially Intermittent:
If the daily duty hours of the employee include inaction periods as indication below , such employment
comes under Essentially Intermittent classification.

(a) One period of inaction of not less than one hour or two periods of inaction of not less
than half an hour each.
(b) Other periods of inaction + periods of inaction specified mentioned above aggregate to
50% of the total duty hours or more.
Note: During inaction period though the employee is on duty, he/she will not have any work
to perform. Inaction of less than 5 minutes shall be ignored.
Example: Waiting Room Attendants, ‘C ‘class Gate Keepers, Rest House Care takers, Sweepers
etc
Continuous:
Work which is not classified as either ‘Intensive’, ‘Essentially Intermittent’ or ‘Excluded’ comes under
Continuous classification.
Example: Office Staff, Running Staff etc
Excluded:
Employees working in following types of posts are classified as Excluded.
•
Posts of Confidential nature,
•
Staff of Railway Schools & Colleges,
•
Staff of Railway Health and Medical Dept,
•
Staff declared as Supervisory Staff.
Supervisory Staff:
As per clause D under section 130 of Indian Railways Act 1989, the Ministry of Labor, Govt of India on the
recommendations of Railway Board shall, by order in writing, specify the railway servants or classes of
Railway servants who shall be treated as supervisory staff on the grounds that-
a) Employee holds a position of responsibility,
b) Employed on duties mainly of a supervisory character and
c) From the nature of the work and position, he/she is
free to adjust hours of duty or work during such hours.
DUTY ROSTER:

Every employee has a duty roster depending upon classification of post held by him.
Duty Roster is a document which shows –
1. Classification of employment,
2. Standard Hours of Duty,
3. Additional Hours of Work (for E.I classification)
4. Time required to do preparatory and Complementary work.
5. Statutory Limit
6. Rest after one spell of duty
7. Periodic rest. (Weekly rest)
1. Classification of Employment:
Intensive, Essentially Intermittent (E.I), Continuous and Excluded
2. Standard Duty Hours (Daily and weekly):
The Standard Duty hours means minimum working hours. They are as under.
1) Intensive: 6 hours per day or 42 hours per week.
2) E.I: 8 hours per day or 48 hours per week.
3) Continuous: 8 hours per day or 48 hours per week.
4) Excluded: No specific limit.
3. Additional Hours:
In some times employees who are working in a post which is classified as E.I are required to be ‘on duty’
for additional hours as under. These additional working hours are included in the duty roster.
24 Addl Hours per week in the case of Gateman-C, Caretakers of rest houses and Reservoirs,
Chowkidar and Saloon attendants etc;
