It has been decided to amend para 14.1 of the “Modified Comprehensive Parcel Leasing
Policy” issued vide FM Circular No. 06 of 2014 and para 6.0 of the Policy for leasing of
Parcel Cargo Express train issued vide FM Circular 02 of 2007 as under:

2. Powers to revise reserve price-SLR leasing tenders
Para 42.2 of CPLP policy may be read as follows:
Para 42.2 “Reserve Price for leasing of parcel space of the compartment of Brakevans
(SLR) shall be equivalent to the freight at par with the normal tariff rates applicable
for booking of non-leased parcel traffic as per category of train/service.
Divisions may with approval of Sr. DCM, revise the reserve price where considered
necessary downwardly to maximize the utilization of the parcel spaces. For this
purpose a standing committee of three Assistant Grade Officers of the division one
each from Commercial, Operating and Finance Department, may be constituted. The
committee after enquiring into existing road rates in the area and other relevant
factors like availability of SLR space between OD pairs, total quantum of traffic for
the concerned destination, response to previous NITs, etc. will recommend reserve
price for a particular train/service. The recommendation so made by the committee
will be put up for consideration to Sr. DCM and revision of reserve price will not
require any further finance concurrence”
