Amendment No. 4 to LSFTO MASTER CIRCULAR-2020

Sub.: Liberalised Special Freight Train Operator (LSFTO) scheme-Amendment
to para 5, 7 and 11 of FM Master Circular/LSFTO/2020 dated
16.03.2020.

Ref.: LSFTO Master Circular/2020 dated 16.03.2020, and amendments issued
vide FM Circulars No. 16/2020 dated 28.09.2020, No. 19/2021 dated
15.09.2021 and 01/2022 dated 18.01.2022.

With a view to liberalise the eligibility criteria in LSFTO policy and to
facilitate induction of wagons to transport trucks under Roll-on-Roll-off (RO-RO)
concept, the following amendments are made to the LSFTO Master Circular
dated 16.03.2020.

(i) The following may be inserted in para_5.0 (after (l)) of the Master
Circular:
(m) Roll-on-Roll-off (RO-RO) service

(ii) New para 7.5 may be inserted after para 7.4 of the Master Circular

7.5 Roll-on-Roll-off (RO-RO) services shall be permitted only on
Dedicated Freight Corridor (DFC) network, and on Indian Railways’
section where capacity utilization is not more than 70% (subject
to operation feasibility).
(iii) The following may be inserted in para 11.3 (after the existing text) of
the Master Circular:

For avoidance of doubt, wagons inducted for Roll-on-Roll-off (RO-
RO) services shall not be considered as High Capacity Wagons.

The following may be inserted in Para 11.5 (after existing test) of the
Master Circular:

For Roll-on-Roll-off (RO-RO) services, empty movement of rakes
shall be governed by Rates Circular No. 17 of 2022 (issued vide
letter No. TCR/1015/2022/RORO/3396202, dated 06.07.2022), as
amended from time-to-time. However, freight rebate as per para
11.2 of this policy shall be applicable on empty movements of the

rakes also.

2. The above changes will be applicable with immediate effect.

3. This issues in consultation with Rates, Mechanical Engineering and
Traffic Transportation directorates, and with the concurrence of Finance
