Ref: FM Circular No. 12 of 2022, issued vide Board’s letter of even number, dated 14.06.2022. oi ने के ने 2 2k ok Special Conditions for Contract for ‘Leasing of Parcel Space in Brake-vans (SLRs)/ Parcel Vans’ — awarded through e-Auction — have been issued vide Railway Board’s Freight Marketing Circular No. 12 of 2022, under reference. 2. Clarification has been sought by Zonal Railways regarding waival of lump- sum leased freight for parcel leasing contracts of SLR/VP, due to non-loading by the contractor for various reasons, including restrictions imposed on movement of parcel traffic in Delhi area in view of the security arrangements. 3. The matter has been deliberated upon, and it has been decided to add a new para as 6.1 in the FM Circular No. 12 of 2022, as under: = Notwithstanding anything contained in para 3.0 above, the lump-sum leased freight to be paid by contractor shall be waived off or adjusted (if already paid in advance) against subsequent payments in the following conditions: i, damage to inside walls of SLR due to theft during previous trip; li. breakage of floor of the SLR/VP; ii. non-availability of SLR/VP; iv. SLR sealed through to destination by railway staff at originating station; v. change of platform (at the originating station) at the last moment; vi. restriction to bring parcels on platform due to security arrangements for VVIP movement, important functions, etc.; vii. restriction imposed by the Security Agencies/ state police on loading/ unloading of parcels anywhere due to security arrangements, including during ‘Republic Day and Independence Day Celebrations’; vii. Parcel leasing contracts awarded by other Divisions/ Zonal Railways -- for trains which originate from stations other than where IN riction is imposed, but ype 1 ee ‘ 2, Generated from eOffice by MUDIT CHANDRA, EDFM(MC), EDFM, Traffic Commercial Dte on 28/10/2022 06:16 p IFA/3131628 SS when train is running on diverted route, on temporary basis, and does not pass File NO. 2ZU22/ 1C(FM)/10/U04-Part(1) (Computer NO. 3390055) EMC No-20 of 2022 pass through such restricted station(s) and loading/ unloading is permitted (being intermediate stations) -- may also be covered under the ambit of exemption on loading on the days of restriction on security reasons, as mentioned in item (vii) above. The exemption for loading of leased SLR/VP from originating station may be considered by the concerned Division/ Zonal Railway [a] on receipt of written request from the contractor; and [b] only for such days when the train passes/ touches at such restricted station(s) on the day(s) of restriction; agitation/ strike by railway staff, etc.; and through the station(s) where loading/ unloading facility is provided. 4 . This issues with the concurrence of Finance Directorate of Ministry of Railways. 5. These instructions shall remain valid from immediate effect. 6.
