(Amendment No. 01 to FM Circular - 11/2022) Sub: Leasing of parcel space in JPP Special trains - amendment to the policy for ‘Commercial Earning & NFR contracts awarded through e-Auctions.’ Ref: (i) Freight Marketing Circular - 11/2022, issued vide Railway Board’s letter of even number dated 13.06.2022. (ii) Railway Board’s letter no, 2020/TC(FM)/11/19 dated 10.02.2023. KARR The ‘Policy and Standard Conditions of Contract’ for Commercial Earning & NFR contracts awarded through e-Auctions were issued vide Railway Board’s FM Circular No. 11 of 2022 (ref-i), Attention is invited to para 20 and its sub-paras, wherein guidelines for the contracts for leasing of parcel space have been stipulated. Further attention is invited to para 3 of the Board's letter dated 10.02.2023 (ref-ii), wherein permission has been granted for leasing of Parcel Vans/ NMGHS/ Brake-van attached to ‘Joint Parcel Product (JPP)’ Special trains, as per the provisions of ‘Policy for e-Auction’. 2. Suggestions have been received from Railways requesting that in order to increase the utilization of JPP Special trains, one-way leasing of Parcel Vans attached to JPP Special trains may be permitted. 3: The matter has been deliberated upon, and it has been decided that the following new para 20.2.2 may be inserted in the ‘policy for Commercial Earning & NFR contracts awarded through e-Auctions’ (FM Circular - 11/2022): In case of Joint Parcel Product (JPP) Special trains, Parcel Vans/ NMGHS may also be leased for one-way trip only - subject to the conditions that one-way trip lease shall be granted only if leasable parcel space has remained unutilized after attempt has been made for round-trip lease. (Prior consent/ operational clearance must be obtained from the originating Division for one-way trip leasing in the return direction. 4, This issues in consultation with the Coaching Directorate, and with the concurrence of Finance Directorate of Ministry of Railways.
