Various representations have been received from Zonal Railways seeking guidelines to
deal with cases of the existing leased contracts of SLR compartments on conversion of trains’
rake from ICF to LHB, and for leasing of SLRs in trains having LHB rakes involving reversal
at en-route station, etc.

The matter has been examined in consultation with Finance Directorate of Railway
Board.

In this regard, attention is invited to Board’s letter under ref-v (copy enclosed),
wherein clarifications on the similar issue (sought by West Central Railway) has already been
issued.

Para 21.1 and 33.2 of the Comprehensive Parcel Leasing Policy (FM Circular no.
06/2014) stipulates provision for termination of contract by Railway administration on
account of any operational exigencies.

Further, Para 32.2 of the CPLP stipulates certain provisions, wherein PCCMs have
been empowered to “modify some of the conditions of prospective lease contract prescribed
in the scheme, which are in the spirit of maximization of revenue but not strictly as per the
terms and conditions of the leasing policy. Conditions having financial implications may only
be changed with the concurrence of FA & CAOs”.

It is, therefore, advised that PCCM of the Zonal Railway may utilize the above
mentioned provisions of the Policy, and take decision on the matter in the best interest of
Railway.

The matter raised by the Zonal Railway vide letter under ref-(i) has been examined in
consultation with Finance Directorate of Railway Board.
