Sub: Prohibition of carriage of commodities mentioned in Red Tariff, in leased

parcel spaces.
Ref: i. FM Circular No. 02/2023, issued vide Board’s letter no. 2022/TC(FM)/01/02,

dtd. 10.02.2023.
ii. FM Circular No. 12/2022, issued vide Board’s letter no. 2022/TC(FM)/04/04/Pt.1,
dtd. 14.06.2022.
iii. FM Circular No. 06/2014, issued vide Board’s letter no. 2013/TC(FM)/10/02,
dtd. 15.04.2014.

Please recall amendment to the I.R.C.A. Red Tariff No. 20 (Railway Red Tariff Rules,
2000), issued vide Board’s FM Circular No. 02/2023, dt. 10.02.2023, wherein ‘Lithium/
Lithium-ion batteries’, which were not included in the Red Tariff earlier, have been included
therein. Special conditions for carriage of Lithium/ Lithium-ion batteries were also notified
vide above referred circular.

Further, attention of Railways is drawn to para 34.4 of the ‘Comprehensive Parcel
Leasing Policy (CPLP)’ issued vide Board’s FM Circular No. 06/2014, dt. 15.04.2014,
wherein carriage of any inflammable/ explosive article which are listed in the Red Tariff, is
completely prohibited in leased parcel spaces.

Attention is also drawn to para 18.5 of the ‘Special Conditions of contract (awarded
through e-Auction) for leasing of parcel space in SLRs/ VPs’, issued vide FM Circular No.
12/2022, dt. 14.06.2022, wherein offensive, contraband, dangerous, inflammable, explosive,
etc. commodities as per Red Tariff are prohibited for carriage in leased parcel spaces.

In this regard, it is once again clarified that all commodities mentioned in the Red
Tariff are prohibited for carriage in leased parcel spaces. Zonal Railways may ensure

compliance of the same.
Action taken in this regard may also be intimated to this office.
