On 15” August 2002, Hon’ble Prime Minister has

. announced that Operation
Cleanliness will be started in Railways for stations and trains.

Following strategy may be

Senior Officers should launch ‘Operation Cleanliness at all important

Stations and on prestigious trains like Rajdhani, Shatabdi and few other
trains like Mail and Express trains and also EMUs ete

2. ° There “should wide coverage in media regarding launching ‘of the
cleanliness drives in which representatives from Public, Members of
ZRUCC/DRUCC, local MPs, NGOs, Scouts & Guides and some of the
office staff should be involved so as to create media blitzkrieg.

A large number of Railway users who also make use of Railway premises
but are’ fot aware of basic hygiene, it is necessary to involve media in
campaign and communicate public at large. T.V. and other media should
be frequently used. Time should be asked from All India Radio for
relaying. cleanliness messages for trains and stations in local languages.

Small scripts should be developed for the TV. Professional agency should
be involved to develop them. Northern Railway is nominated for this
purpose. Other Railways should use it for their Railway.

5, Newspapers advertisement should also be given bringing about necessity

for keeping the Railway premises clean and also for urging participation
of public/NGOs in this respect,

The Advertisers at the station should be asked to make complimentary

hoardings giving messages to the public for keeping the Railway ‘premises
clean.

४7. In train coaches. small message should’be displayed requesting passengers
to keep the coaches and toilets clean, including a clear cut message that

toilets should not be used when the train stop at the stations. Drive
against this should be launched

:..... Under Section 145 of Railway Act, the persons who are making the
_ railway premises dirty can be charged under nuisance and their tickets can
», be confiscated.;; Also, they can be produced before the Magistrate for
fining thera, This provision should be made applicable and specific drives
should also be launched for prosecuting passengers who are moking
railway premises dirty. )
Copy of Railway Board’s circular in this respect is attached herewitl
(circular no.79 of 2002).

Leaflets should be printed and should be distributed among travelling
public for keeping trains/stations clean.

A drive should also be launched for cleaning along side the track on the
approaches to important metros urging public not to ease near track which
is prohibited, State Governments should also be involved in this respect

Board should be placed at places where this is rampant. Action can also be
taken as in section 145.

This drive for Mass awareness regarding cleaning should be launched from 15
October 2002 by all the Zonal Railways

Action taken report may please be sent to Railway Board.
