Allotment of Emergency quota to VIPs Secretary General, Federation of Railway Officers Association
Government of India(Bharat Sarkar) Ministry of Railways(Rail Mantralaya) (Railway Board) No.2001/TG.I/14/P. New Delhi, Dated: 06 .11.2001 The Chief Commercial Managers, All Zonal Railways. (Commercial Circular No. 76 of 2001 ) Sub: Allotment of Emergency quota to VIPs. Please refer to this office letter number 98/TG.I/14/P dated 23-04- 1998 wherein the detailed procedure for allotment of emergency quota has been enumerated. In para (v) of these instructions it has been advised that the train originating centres/ chart preparation centres should take out the list of the VIPs including MPs booked and action should be taken by the incharge to seek reservation from the emergency quota controlling authorities. : However, an instance had come to notice where emergency quota was released in favour of an Hon’ble Member of Parliament who was lower in warrant of precedence and one Hon’ble Judge of High Court who was higher in warrant of precedence was not allotted the quota. This fact came to light only after preparation of charts and manual corrections were made to accommodate the Hon’ble Judge of High Court who is placed higher in watrant of precedence. The deletion of name of Hon’ble Member of Parliament led to a privilege motion in the Parliament. The matter has been reviewed and it has been decided that once emergency quota has been fed into the computer, no manual correction should be resorted to. Zonal Railways should, however, ensure that before feeding the emergency quota the list of VIPs would be invariably taken out at the train originating /chart preparation centre and action should be taken to accommodate the VIPs as per their inter-se seniority in warrant of precedence. General Secretary, All India RPF Association, Room No.256-D, Rail Bhavan, New Delhi भारत सरकार रेल मंत्रालय (रेलवे बोर्ड) सुख्य after प्रबंधक, सभी क्षेत्रीय रेलें, (2001 का वाणिज्य परिपत्र सं, 76) विषय : अति विशिष्ट व्यक्तियों को आपातकालीन कोटा sic करना. कुपया इस कार्यालय के दिनांक 23.4.98 के पत्र सं.98/टी जी ।/14/पी का अवलोकन करें जिसमें आपातकालीन कोटा आबंटित करने की विस्तृत कार्यविधि दी गई है. इन अनुदेशों के पैरा (४) में यह सूचित किया गया है कि गाड़ी के प्रारंभिक केन्द्र[चार्ट बनाने बाले केन्द्र हुक किए गए संसद सदस्यों सहित अति विशिष्ट व्यक्तियों की सूची लें तथा आपातकालीन कोटा नियंत्रण प्राधिकारियों से आरक्षण मांगने के लिए प्रभारी द्वारा कार्रवाई की जाए. बहरहाल, एक मामला ध्यान में आया था जिसमें एक संसद सदस्य को आपातकालीन कोटा Retr किया. गया था जो पूर्वता-वारंट में नीचे था तथा उच्चतम न्यायालय के माननीय जज को कोटा आबंटित नहीं किया गया था जो पूर्वता-बारंट में आगे थे. यह तथ्य चार्ट बन जाने के बाद ही ध्यान में आया था तथा उच्चतम न्यायालय के माननीय जज जिन्हें पूर्वता-बारंट में आगे रखा गया था, को समायोजित करने के लिए हाथ से शुद्धियां की गई थी. माननीय संसद सदस्य का नाम हटाने के कारण संसद में विशेषाधिकार प्रस्ताव wega किया गया था. इस मासलें की समीक्षा की गई है तथा यह विनिश्चय किया गया है कि आपातकालीन कोटा एक बार कंप्यूटर में
