Zonal Railways have sought clarifications regarding charging of fares for
high capacity coaches/conventional coaches and other matters. The
clarifications on the issues raised are given below:-
i)
Vide Board’s Commercial Circular No.53 of 2006, it was instructed that
high capacity coaches should not be introduced in piece meal i.e. in one train for
one class, the coaches should be either conventional or high capacity coaches
and not a combination thereof. However, in the case of exigency of service, if a
high capacity coach is replaced by a conventional coach , in that case passenger
is not liable to pay the difference of fare between the high capacity coach & the
conventional coach.
ii)
In the case of exigency of service, if a conventional coach is replaced by a
high capacity coach, the passenger will be entitled to get the difference of fare
between the conventional coach & high capacity coach as per Refund Rules.
iii)
CRIS has already made arrangements in the system for recognizing high
capacity coaches and charging of fares accordingly. It may be ensured that
actual type of coach running on the train is fed in the system.
iv)
In case journey involves travel in high capacity coach for one leg and in
conventional coach for another leg or vice versa, the fare shall be the sum of the
fares in respective high capacity coach and conventional coach on telescopic
basis. However, if the chargeable fare thus arrived at is higher than the fare for
conventional coach for the entire distance, the fare for conventional coach will be
charged.
In case the first leg of journey is by high capacity or conventional coach
and type of coach for second leg of journey is not known, the entire fare should
be charged on the basis of first leg of journey giving the telescopic benefit to the
passenger.
v)
Ordinary passenger trains having high capacity coaches for Sleeper
classes can be charged at lower rates as long as the reservation is through PRS.
If that is not so, then the existing fare (fare for conventional coaches) is to be
charged for high capacity coaches of Sleeper classes for ordinary passenger
trains.

vi)
The discounts shall be applicable to all high capacity coaches of all
classes, irrespective of whether newly manufactured high capacity coaches or
conventional coaches whose capacity has been increased through retro-fitment.
This discount shall not be admissible in LHB coaches of any class.
This issues with the concurrence of the Finance Directorate of the Ministry
of Railways.
Necessary instructions may be issued to all concerned immediately.
This disposes off the clarifications sought by Southern, Western, Northern,
South Western & South Central Railways.
