(COMMERCIAL CIRCULAR NO. 65 OF 2012) Sub: Issuing of unreserved tickets by JTBS. At present, JTBS are authorized to issue all types of non-concessional unreserved tickets (except senior citizen concession) through Unreserved | Ticketing System (UTS) terminals provided to them. | 2. Instances have been brought to the notice of this office about frauds committed by booking clerks in issuing of unreserved tickets through UTS. Various instructions have been issued to zonal Railways advising therein the steps to be taken to avoid the recurrence of such frauds. Since JTBS are also issuing unreserved tickets through UTS, the possibility of misuse of this | system by them cannot be ruled out. In this regard, following suggestions were received from Railways to improve the system of issuing unreserved tickets:- (i) The facility extended for making non-issuing of ticket by JTBS should be immediately withdrawn. In case of any mistake, the said tickets should be forwarded by the JTBS operator to the station where the JIBS transactions are controlled (Depot Station) and cancelled, duly paying the cancellation charges by the JIBS operator. (ii)A provision may be made in the agreement (in case of committal of any fraud), bringing the JTBS operator under criminal law as they are not covered under the D & A Rules of Indian Railways. 2.2. The matter has been examined and it has been decided that the suggestion given in para 2.1 (i) above may be accepted in toto and facility of making non-issuing of ticket by JTBS counters should be withdrawn. The date of effect will be advised by CRIS to all zonal Railways after making modification in the software, if any. (Contd..2..) | } Dell/B/my documents/letter_2012 (..2..) 3.
