The incentive scheme for recognising the good work done by the ticket
checking staff who give outstanding performance by showing earnings of more than
Rs.20,000/- on account of penalty and un-booked luggage cases in a month was |
introduced with the concurrence of Finance Directorate of Railway Board for a
period of one year with effect from March, 1993 on an experimental basis and later
on extended upto March, 2001.

2. Modifications have been made on different occasions and it was last modified
in June 2000 for making the scheme valid upto March 2001. Zonal Railways were
advised accordingly. Zonal Railways raised - s from time to time on various
issues involved in the scheme.

3. The matter has been considered in detail and the consolidated ravised
instructions for the ticket checking staff to be automatically entitled to the cash —
incentive on achieving the minimum fixed amount on monthly basis are as under:-

i. The incentive scheme exclusive for passengers and branch line trains on a

minimum of 250 cases and a minimum of Rs..15,000 on account of penalty
earnings is discontinued.

‘The cash incentive will be granted in respect of earning on account of

penalty cases only.

The earning from penalty cases will include the fare, penalty and un-

booked luggage and chal! not include the other segments of earnings

like availing higher class etc.

The minimum criteria for qualifying for incantive scheme will be
Rs.25,000/- on account of penalty earnings and a minimum of 150
penalty cases in respect of trains other than Rajdhani/August
Kranti/Shatabdi Express trains. Co |

In case of Rajdhani/Shatabdi and August Kranti Trains, the minimucs >

criteria for qualifying for Incentive scheme will be Rs5.35,000/- on
account of penalty earnings and a minimum of 150 penalty cases.

Only 50% weightage of the earnings of Rajdhani/August Kranti/

Shatabdi Express trains will be taken into account for the purpose.

In case of mixed earnings on account of penalty cases above

Rs.25,000/- and below Rs, 35,000/- from Rajdhani, August Kranti and
Shatabdi and other trains, one shall qualify for incentive provided he
fulfills the conditions laid down in Para 3(iv) above. In such cases,

incentive amount will be. paid only on the earnings of. other than

Rajdhani/August Kranti and Shatabdi Express trains. For example, if a
person earns Rs.25, 000/- on account of 150 penalty cases from other
than Rajdhani/Shatabdi traing and Rs.12, 000 from Rajdhani/Shatabdi
Express trains against 15 penalty cases which carries 50% wieghtage,
in such cases, incentive shall be paid - for Rs.25, 000/- only Le.
Rs.1250/-. ' '

In case of mixed earnings above Rs.35, 000/~ from Rajdhani/August
Kranti/Shatabdi arfa other trains, one shall qualify for incentive
provided one fulfills the conditions as laid down in Para 3(v) above. The

weightage amount: of Rajdhan\/August Kranti/Shatabdi Express trains

and full amount of other trains on account of penalty cases will be
taken into account for the purpose of determining the incentive

amount. For example, if a person earns Rs.70, 000/- on account of
150 penalty cases from Rajdhani/August Kranti/Shatabdi Express —

trains and Rs.10,000/-. against 20 penalty cases from other than these
trains, incentive shall be paid for Rs. 45,000/- j.a.Rs.2250/-.
