Sub: Cash Incentive to the ticket checking staff for
good performance. 2

The Incentive Scheme for recognizing the good work done by the ticket
checking staff who give outstanding performance by showing eamings of more
than Rs.20,000/- on account of penalty and. unbooked luggage cases in a month,
was introduced with the concurrence of Finance Directorate of Railway Board for
a period of one year with effect from Match, 1993 on an experimental basis and
later on extended from time to. time upto March, 2004 with some
changes/modifications, It bas been decided to extend the existing scheme upto
30.6.2004 on the same terms and conditions as laid down in Commercial Circular
No.44 of 2003 (Board’s letter No. 2003/TG-V/1036/1 dated 22.10.03)

2. ‘The scheme has been reviewed and consolidated revised instructions
applicable w.e.£. 1.7.2004 for the ticket checking stalf to be automatically entitled
to the cash incentive on achieving the minimum fixed arnount on monthly basis
are as under:- . व .

Gi)... The cash incentive will be granted in respect of earnings on
account of penalty cases onlly.
(ii) The earnings from penalty. cases will include the fare, penalty and
unbooked luggage and shall not includs the other segments of
earnings like availing higher class, etc.

(iii) The minimum criteria for qualifying for incentive scheme will be
Rs.30,000/-on account of penalty eamings and a minimum of 100
penalty cases. Out of these 100 cases, a minimum of 50-cases
should be of ticketless travel.

(iv) For Rajdhani/A.K Rajdhani/Shatabdi/Jan Shatabdi Express trains,
no weightage of earnings will be given to. other than the ticket
_ checking staff manning these trains.

(v) . The minimum criteria for qualifying for Incentive Scheme for the
ticket checking staff manning Rajdhani/ A.K. Rajdhani/Shatabdi

/Jan Shatabdi Express trains will be Rs. 50,000/- irrespective of

* .the number of cases.

(vi) The amount of incentive will be $% of the earnings from penalty

(vii) The CTI incharge responsible for scruitinixing the EFT returns will
certify that the staff in question has achieved the above fixed level
and also ensure correct bifurcation of ticketless & irregular travel.
He. will further ensure that the number of cases/earnings from
Rajdhani/A.K. Rajdhani/Shatabdi/Jan Shatabdi Express trains is
not included in cases of ticket checking staff working in other than
Rajdhani/A K. Rajdhani/Shatabdi/ Jan Shatabdi Express trains. He
will also ensure that the manning staff fulfill the minimum criteria
for Rajdhani/A.K. Rajdhani/Shatabdi/Jan Shatabdi Express trains.

3. A. new scheme for encouragement to the ticket checking staff to detect
_ cases of frauds of serious nature prevalent in the form of a racket e.g.
SPTM/UTS/PRS frauds, recycling of tickets, printing of fake tickets, BPT/EFT
frauds, etc. is introduced and those staff who detect such cases will be given an
incentive amount of Rs.3000/- for their extraordinary work. However, an officer
not below the rank of Dy. CCM/Sr.DCM/DCM incharge will determine the
eligibility of the incentive.

4. . The expenditure accrued on this account will be debited under Head
“Demand No.9, Abstract Minor Head 500, Detailed Head 530”.

5. Keeping in view the excellent results achieved on account of the Incentive
Scheme, Board has decided to extend the scheme for the period —1.7.2004 to
31,3.2005 on the terms and conditions detailed above.
