(Commercial Circular No. 61 of 2011) Sub: Time period for f"malization of Commercial Publicity Contracts. Ref: Board's letter No. 99/fGIV/39/1IMR/Comml Pub dated 09.05.2000 (Commercial Circular No. 24 of 2000) regarding Policy Guidelines for Commercial Publicity Railways have been advised vide para 5.4 of Board's letter referred to above that all proposals should be cleared within a period of 45 days from conceptualization to fmalization since these are revenue contracts. . . Zonal Railways have shown difficulty in adhering to this time limit highlighting various pre-tender and post tender stages which consume a lot of time. The matter has been reviewed and it has been decided that: The proposals regarding commercial publicity should be cleared within a period of 90 days from conceptualization to finalization. It is, however, reiterated that ideally . the tendersshouldbe finalizedat the earliest. The periodof 90 days shouldbe kept as Maximum limit. In case, the finalization of any contract takes more than 90 days, the specific reasons for the same may be recorded by the concerned zonal Railway.
