22.12.2004 (Commercial Circular No.49 of 2004) enclosing therewith
the scheme of e-ticketing.
In the enclosed scheme it has
been specified that after
preparation of charts refund of confirmed reservation on e-reservation
slip willbe done online only and as per the existing procedure followed
by IRCTCfor internet tickets. The passenger will have to make an
online request
to IRCTC and IRCTC after due verification from
Railways, will refund the amount electronically to the passenger. In
the scheme, the Railwayto whom the IRCTCwillprefer their claim for
grant of refund has not been specified.
IRCTC has suggested
that zonal railway under which the final
destination
station
of
train
falls
may
be
entrusted
with
such
responsibility.
The matter has been reviewed and it has been decided that
IRCTC would correspond
with the
Zonal. Railway under
which
destination station of train falls as that railway would be in a position
to verify from the destination chart as to whether the passenger had
performed journey or not.
