Sub: Revised policy for geverating revenue from websites.
. Ministry of Railways have received communications from various Zonal
Railways and CRIS seeking clarifications on issues pertaining to this policy.

Accordingly, policy has been modified and is enclosed herewith,

This issues with the concurrence of C & IS Directorate and Finance Directorate of
Railway Board.

Indian Railways have generated two websites at the national level. These are

 www.indianrailways.gov.in and www.indigrail.gov.in Fitst one gives the general overview

of the IR and the second gives the online reservation status and availability of
reservation in trains besides some other features like Tele Booking, fare enquiry and

* station and train enquiries for various destinations. Similarly quite a few Zonal

Railways have also launched their own websites.

IR websites are likely to be very popular as IR has customer base of 12

million passengers and the site makes available reservation details sitting at home.

The viewership of IR site is already wide and these websites is likely to a

Sought offer site

Thus, following procedute should be adopted for attracting advertisements for

._ IR site and generating revenue :-

Like any other commercial publicity at stations, for the Zonal Raitways
websites, schedule of rates should be fixed by a committee consisting of Manager

: Data Base, Dt.CSTE and Dy FA in each of the Zonal Railways. For national
“websites these charges will be fixed by calling of open offers by CRIS and its

evaluation by appropriate officers from PRS group and Finance officers of CRIS
for central website. They will take into consideration following factors for schedule

:l.  Charges for advertisements of equipment ‘sizes with almost same level of
viewership
02, °. Advertisements should be accepted on first come first serve basis for limited

~ . periods which may not exceed one year at time (Not applicable for CRIS)

4, All the rules and clause which are applicable in case of commercial publicity
on Railway premises will apply in these cases also.

5. The message or advertisement should not be obscene.

6. The advertisement should not be socially offensive and should conform to the
laws of the land

A normat agreement with same format as for commercial publicity will be
followed with suitable modifications involving Cyber Laws with Finance &
Legal vetting. yo

Many travel & tour companies are wanting linking with the IR. Such link will
be provided. Necessary URL will be developed. Such cases should be dealt
with on the basis of open offers by laying down the detailed terms and
conditions, But this wil! be limited to providing of information only,

Only very reputed companies with business Of activity permitting Travel and
Tourism should be chosen for above inter linking, ं

All Cyber Laws when exacted should be followed by the advertisers.

Advertisers will not be given direct access to the railway system and
necessary firewall shall always be constructed. ५

Technical vetting from C&IS Dte will be required for launching any
advertisement (Not applicable for CRIS) .

Mechanism of launching should be developed in consultation with C&IS Die.
(Not applicable for CRIS)
