In the Railway Budget for 2014-15, the Hon’ble Minister for Railways proposed to outsource
cleanliness activity at 50 major stations to professional agencies and to create a corpus for the
upkeep of the stations. Accordingly, following instructions are issued for funding of station
cleanliness activities at identified stations

1. Anew Detailed Head namely ‘Cleanliness & Sanitation at Stations’ shall be opened under Sub
Head 290 under Demand 9 for activities viz. cleaning of platforms, tracks concourse,
circulating areas, waiting rooms, toilets, pest control etc. as per ACS No. 119 to Indian Railway
Finance Code Vol. II (Second Reprint Edition 2008)

2. Hach Zonal Railway shall identify three major stations for this purpose and funds thereto shall
be provided under Detailed Head ‘Cleanliness & Sanitation under Demand no. 9 under Sub
Head 290.

3. The amount so allocated shall be adequate to meet all the requirement of the cleanliness on
identified stations throughout the year

4. The utilization of funds so provided shall be subject to the following conditions
1, Usable only for the specific stations for which the funds are provided
ii, Payments to comprehensive contracts for ensuring cleanliness at the station.
iti. Petty repairs at the station required for ensuring cleanliness
iv. Urgent local purchases of cleaning agents/chemicals ete. for any specific day or event.

v. Hiring of additional manpower for any specific day or event.

vi. Hiring of machines not covered in the existing contract for any specific day or event
vii. Public awareness campaigns, distribution of pamphlets, leaflets, signages etc.

vill. Holding of workshops for staff and training of supervisors.

ix. Temporary cleaning arrangements where the cleaning contracts are not in place,

x. Housekeeping operations at the stations

5. The sanction of the expenditure from the allotted funds shall be in accordance with the notified
schedule of powers applicable to the Divisions. ADRM of the Division shall monitor utilization
of funds व
