Sub: System improvement regarding booking of PRS ticket.
Comptroller and Auditor General(C&AG) in its Report No.34 of 2010-11
(Railways) has, inter alia, made the following observations/recommendations regarding
Tatkal Scheme:-

It was noticed in Audit that a number of bookings were made through a
single counter precisely at 0800 hours, which was only possible through
manual intervention in the system.
Considering that the minimum time required to process an application
including keying in the details of the passengers in the system, print the
ticket and transact cash would be at least one minute, the fact that the
Booking Clerks could process multiple PNRs at exactly 08:00 hours
indicated that the Tatkal booking scheme was being misused.
Recommendations:

Railway need to take a comprehensive re-Iook at the Tatkal scheme in its
entirety- schemeguidelines,its operationand monitoring,and devisea
strategy to ensure that only genuine passengers, for whom the scheme is
intended, were benefited from it.
Railway administration should review User ID- wise reports, on an
ongoing basis, for all Tatkal bookings taking place during the first hour on
the ARP day, especially where the quota is fully exhausted. These reports
should be reviewed regularly and stringent action should be taken against
the RTSAs/ Agents/ Clerks found guilty of malpractices depriving the
envisaged benefits to the intended public.

The matter was referred to CRIS.
CRIS has clarified that in order to assist
Railway Managers, a report has been developed in PRS Report Account to give details of
PRS Location and Operator ID with number of Minute Wise Transactions within 8:00

AMto 8:05 AM for the operators who have done 3 transactions or more per minute.
Railway Managers can use this report to identify such operators and further see the
transaction details of these operators to check whether any irregular practices are being
adopted by these operators. The reply of CRIS alongwith a sample copy of the report is
enclosed herewith.

It is requested that Railways should use the report developed by CRIS to keep
a watch on the transactions particularly during the opening hours of reservation.

Necessary instructions may be issued to all concerned.
