Sub: Clarification regarding installation of e-ticketing kiosks along with
ATMs.

Please refer to this office letter no. 2009/TG-I/10/P/ATM dated 03.09.2009
(Commercial Circular no. 43 of 2009) regarding installation of ATMs.

2. Para 6(vii) of the above said instructions regarding installation of e-ticketing
kiosk alongwith ATMs is reproduced below:-

e Banks may be asked to complete installation of e-ticketing kiosk latest by
31.12.2009, failing which, the space allotted to them may be reduced to 6 Sq.
Metre.

e This space of 1.5 Sq. Metre may be restored only when they provide
e-ticketing kiosk.

e At these locations, the agreement with the banks should not be renewed unless
they provide e-ticketing kiosks.

e Zonal Railways should also explore the feasibility of making a provision in
the agreement to be signed with the Banks in future, for collection of cash
generated at stations and make it with mutual consent.

3. Clarifications have been sought by zonal Railways seeking decision from Board’
office regarding continuation of these e-ticketing kiosks along with ATMs keeping in
view the very poor performance of these kiosks

4. The issue has been examined in consultation with Finance Directorate of Board’s
office and it has been decided as under:-

(i) At the time of renewal of agreement for installation of ATM, the condition
for providing e-ticketing kiosk as indicated in Para 6(vii) of CC No. 43 of
2009 may not be insisted upon.

(ii) | At those locations where e-ticketing kiosks have been provided and banks
have no objection in continuation of the same, they may be allowed to
continue with the same on the existing terms and conditions.

(iii) | At those locations where banks are not interested to continue with the e-
ticketing kiosk and they want to remove this facility or e-ticketing kiosks
have not been provided at all, banks may be given option of either
reducing the area of 6 sq. metre by making alteration in the kiosk structure
at their own cost or to pay enhanced licence fee for this additional area of
1.5 sq. metre which can be fixed at double the proportionate rate for the
remaining 6 sq. metre area e.g. if the rate at which licence fee being
realized is ¥25,000/- per sq. metre, the rate for this additional 1.5 sq. metre
will be @ %50,000/- per sq. metre. In lieu of this, bank can be allowed to
install additional ATM in the same kiosk, if they so desire.

5. This issues with the concurrence of Finance Directorate of Ministry of Railways.
