Sub: Izzat MST — Issue of Income Certificate by MLAs.

Reference Board’s letter of even number dated 24.5.2011 & 18.10.2011 (Commercial
Circular No 21 & 57 of 2011), wherein it was decided that, the income certificates issued by
Members of Legislative Assemblies (MLAs) of various States and Union Territories will also be .
accepted for issue of Izzat MSTs subject to certain conditions. The above provision was valid
for a period of three months only upto 30.9.2011 and further it was extended for one year upto
30.09.2012.

2. _It has been decided that the authority of issuing income certificates by Members of
Legislative Assemblies for the purpose of issuing Izzat MSTs for persons working in
unorganized sectors may be extended for further for one year i.e. upto 30.9.2013. However, it
should be ensured that income certificates issued by MLAs are accepted, subject to the
following conditions:- .

(i) The MLAs should issue income certificates to persons belonging to their
constituencies only; and

(ii) The income certificate issued by MLAs is for one-time use only, i.e. a fresh income
certificate from the concerned MLA will be required every time the concerned person .

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

4. Wide publicity through various media may be given at regular intervals. Necessary
~ instructions may be issued to all concerned immediately and implementation ensured.
