Sub: Introduction of scheme for establishment and operation of Yatri
Ticket Suvidha Kendra (YTSK)

Ref: Commercial Circulars No. 33, 35, 37, 39 & 40 of 2014

CRIS, vide fetter No. 2009/CRIS/NDLS-HQ/UTS/IMPLEMENT/ Onlineissue

/0085/pt-1 dt 11.9.2014 has sought certain clarifications regarding the YTSK Scheme

circulated vide CC No. 33/2014. The issues raised in the letter along with

clarifications are as under:-

(i). YTSK licensee will make payment
for one time registration fee, system
access charges and security deposit/bank
guarantee in the name of FA&CAO of the
Zonal Railway concerned. In case of
advanced deposit as indicated in 5.2, the
procedure indicated in the standard
agreement will be followed.

(ii). The registration fee/advance deposit
may be in cash or in for of a bank draft.
The security deposit may be im
cash/demand draft or in for of bank
guarantee by a scheduled bank.

(iii) On expiry of the agreement, the
‘Security Deposit shall be refunded to the
licensee after realising therefrom all the
amounts due by the licensee to the
Government either as sale proceeds of
tickets, penalties or otherwise whatsoever
and accounts adjusted in terms of
Paral3.2(iii) of Standard Agreement
circulated vide Board’s letter of even |
number dated 18.9,.2014 (CC No.
39/2014). The refund of security deposit
should be processed by Refund Office
through Accounts Office after due internal
checks,

How much deposit and
minimum balance will be
distributed between UTS
and PRS

In para 5,3, it is stated that
the licensee would be
required to keep an interest
free security deposit of Rs 2
lakh per port subject to a
maximum of Rs 5 lakh with
railways. But he is allowed
to take only two numbers of
data channels between his
location and the nearest PRS
centre. So, whether port is
related to data channel or
terminal?

What will be the maximum
time period for defining of
YTSK in the system after
depositing of all the charges
to the Railways.
Presently JTBS only
permitted issuance of non-
concessional & sr. citizen
tickets, renewal of non-
concessional season tickets
-& platform tickets. Other
operations like non-issue,
cancellation, issuance of
other type of tickets are
restricted to JTBS. Whether
YTSK will be permitted to
issue all types of non-
concession tickets including
non-issue, cancel/ special
cancel of tickets, BPT etc?

(i) Out of the . deposit taken as
per para 5.2 of the scheme circulated vide
CC 33/2014, 90% of the amount will be
allocated for booking tickets through PRS
and 10% will be used for booking tickets
through UTS.

(ii) It may however be ensured by the
licensee that facility of booking both type
of tickets should be available at the
counter and the same should not be held
up on account of non-availability of
advance deposit in either of the accounts.

(iii) As far as minimum balance is
concerned, the tickets through PRS will
not be issued once the minimum balanée
touches Rs, 40,000/- and ticket through
UTS will not be issued once the minimum
balance reaches Rs 10,000/-
