Please refer to this office letter No.86/TG-I/124/Policy dated 
07/10/1986 (copy enclosed) wherein it was advised that GM of zonal 
railways are empowered to issue “Special Passes” to ZRUCC members for 
the following purposes: -  
 
i) 
For conducted tours for the non-official members arranged 
twice a year to place of importance from railway point of 
view in the different parts of their railway.  (If, however, a 
sufficient number of members are not forthcoming for a 
conducted tour, non-official members are given facilities 
for travel by issue of passes individually to an itinerary of 
their own choice on the basis of one round trip for 
conducted tour not arranged or participated in). 
 
ii) 
For specific journey or journeys in respect of cases where 
the General Manager considers it necessary that any 
particular section should be seen by a member or members 
of the Railway Users’ Consultative Committees. 
 
  
Western Railway while referring to these instructions had advised 
that some members nominated on ZRUCC, Western Railway have their 
permanent addresses outside the jurisdiction of Western Railway and had 
sought clarification whether the passes can be issued to these members 
from their place of residence to Western Railway.

Accordingly, the matter has been reviewed and it has been decided 
that passes as mentioned in this office letter No.86-TG-I/24/ Policy dated 
07/10/1986 should be issued to ZRUCC members (not residing in the 
jurisdiction of the railway) from the place of their residence.
