_ A case of defrauding the railway came to notice recently through Vigilance
Directorate wherein issue of a large number of fake EFT books was detected, The
modus operandi was that a Dy.CTi got published fake EFT books. These fake EFT books
were in possession of the Dy CTI responsible for distribution of EFTs to TIEs for use. He
issued the fake EFT books to the TTEs and retained the originat EFT books with him. The
money generated on the fake EFTs was deposited in the government. treasury,
Investigations revegied that there was no ‘Water Mark' on them. Later on, he
- fraudulently used the genuine ones and pocketed the money.
2. Instructions were earlier issued by the Stores Dic. In the Board's office vide letter
No. 92/RS(PP)/MV/Pt.) dated 1.11.95 and Director Printing’s letter No, 2004/RS{Ptg.)/MV
dated 27.4.06 that all money value books i.e. EFTs, BPTs, PW Bilis, RRS, Passes and PTOs
should be printed on Special Grade Security Paper with water mark. The main
difference between a fake and genuine EFT/BPT is the non-existence of distinct water
mark in the fake one.
3. Board desire that the following steps be taken for printing and supply of EFT/BPT
books: . . ः
1) Existing stock of all EFT/BPT books be got thoroughly checkea:
2) Any EFT/BPT foil/book found Without watermark be immediately condemned
and returned to the priniing press: .
3) Printing of Railway-wise code as envisaged in Board's letter No.
TClI/2390/99/BPT-EFT dated 13.9.2004 be ensured;
: 4) The ticket checking staff on stock keeping duties should ensure and certify
the watermark on each foil of the books: . दे
-5] The ticket checking staff accepting these books should themselves ensure
the water mark on each foil and give a certificate to this effect before
accepting such books. Any case of misprint or suspicion may immediately be
reported to the higher authority; and

6) The ticket checking staff detailed for stock keeping should not be allowed to
do ticket checking duties or to issue any EFT.,
4, In addition, a 15-day drive starting 5.9.2009 may be conducted in all the Divisions
and Units to verify the existing stock of EFTs, used and unused, for its
genuineness/watermarking. Non-waitermarked EFTs/BPTS, if detected, may be
immediately seized and their source of origin traced. Strict action may be taken against
the concerned staff responsible for the same. The seized fake EFT/BPT Books be
defaced to prevent any further use. It may be ensured that they are not destroyed due
to any possible legal recourse taken by the staff found responsible for the lapse. The
report of the 15-day drive be compiled division-wise and submitted to the Board’s office
within ten days of the completion of the drive starting 5.9.2009.
5. These instructions are illustrative and not exhaustive. Railways may innovate the
same if necessary with the sole intention of system improvement since fake money
value books especially EFTs and BPTs have beén a matter of deep concern for the
Railways.
