COMMERCIAL CIRCULAR No 4¥of 2014
Sub: Extension of JTBS after the period of 6 years
As per exiant policy (Commercial Circular No. 41/2010) regarding
appointment of JTBS, initial period of contract is for 3 years which can be extended
yearly on the basis of satisfactory performance for the next 3 years. Thereafter fresh
applications are to be called for in which the outgoing JTBS is also eligible to apply.
‘a. The matter has been reviewed in consultation with Zonal Railways. In
relaxation of the above mentioned rule, it has now been decided that license of FTBS
may be considered for extension beyond a period of 6 years on yearly basis subject to
certification of satisfactory performance (both financially as well as operationally) by
SR DCM/DCM (incharge) as the case may be. Conversely, it may be ensured that no
extensions is granted without such yearly performance review and certificate.
3. This issues with the concurrence of Finance Directorate of the Ministry of
Railways.
4, Necessary action may be taken accordingly.

विषय: 6 ast की अवधि के बाद जेटीबीएस का विस्तार।
जेटीबीएस की नियुक्ति से संबंधित मौजूदा नीति (वाणिज्यिक परिपत्र सं. 41/2010) के अनुसार,
संविदा अनुबंध की gifts अवधि 3 वर्षों की है जिसे संतोषजनक कार्य निष्पादन के आधार पर एक-एक
वर्ष करके अगले तीन वर्षों तक बढ़ाया जा सकता है। उसके बाद नए आवेदन आमंत्रित करने होते हैं
जिसमें Gard जेटीबीएस भी आवेदन करने के लिए पात्र होते हैं।
2. क्षेत्रीय tet से परामर्श करके इस मामले की समीक्षा की गई है। उपर्युक्त नियम में रियायत देते
हुए, अब यह विनिश्चय किया गया है कि मामले के अनुसार सीनियर डीसीएम/डीसीएम (प्रभारी) द्वारा
संतोषजनक कार्य निष्पादन का प्रमाणपत्र (वित्त और परिचालन दोनों की cite से) दिए जाने के
ऊअध्यधीन 6 वर्षों की अवधि के बाद जेटीबीएस के लाइसेंस को प्रत्येक एक वर्ष के लिए बढाने पर विचार
किया जा सकता है। इसके विपरीत, यह सुनिश्चित किया are कि: ऐसे किसी भी वार्षिक कार्य निष्पादन
समीक्षा और प्रमाणपत्र के बिना कार्यकाल में कोई भी वृद्धि न दी जाए।
3. इसे रेल मंत्रालय के वित्त निदेशालय की सहमति से जारी किया जाता है।
4, तदनुसार आवश्यक कार्रवाई की जाए।
