Sub: - Shortlisting of Firms/Companies for ‘Ready to Eat Meals’ on Trains.

In partial modification of Board’s instructions regarding introduction of ‘Ready to Eat’
meals on trains, issued vide CC No. 6/2015 dated 30/01/2015, following guidelines are
issued:
1. In reference to Para 2.1 of Board’s instructions dated 30/01/2015, it has now been
decided that IRCTC will empanel Firms/Companies which produce branded RTE
meals/items on behalf of all Zonal Railways as per extant instructions. IRCTC shall
select firms which produce reputed and branded RTE meals/items so as to provide
variety, quality & hygienic RTE meals at affordable price to the passengers across
all zonal railways. Approval/shortlisting of firms will be done by IRCTC through
Expression of Interest (EOI) to ensure participation of reputed firms having national
and/or international presence with wide range of RTE products. A firm/company
once empanelled by IRCTC will have empanelment validity across all Zonal
Railways for a period of 3+2 years. IRCTC will shortlist the RTE products of the
firms/company and regularly update the information on its websites regarding
shortlisted RTE products. The same information shall also be forwarded to Railway
Board/Zonal Railways on monthly basis so as to enable railways to ensure
availability of empanelled RTE products to rail passengers.
2. No additional license fee needs to be collected from the vendors as indicated in
terms of Para No. 7.1 of Board’s letter dated 30/01/2015 (CC No. 6/2015). However,
an EMD of Rs. 8 lakhs shall be payable by the participating firms in EO!. The EMD
paid by those firms who eventually get empanelled, would be converted into
empanelment fee-cum-security deposit which is refundable without interest, after the
lock in period of 2 years if the firm wishes to prematurely exit from the empanelled
list. The EMD paid by the unsuccessful participants in the EOI, who are not
empanelled, shall be refunded.

3. Exemption to submission of retort technology certificates, as required vide Para 3.3
of CC No. 6/2015, will be considered only in case of RTE items which do not require
retort technology for preservation. However, compliance of all FSSAI norms and
standards of food safety, quality and hygiene will be ensured by Zonal
Railways/IRCTC.
4. In modification of Para 5.2 of CC No. 6/2015, the shortlisted firms/companies may
make available the RTE meals/items of the portion size already available in the
market at the same price. No specific packaging for railways shall be required.
