A review of New Train Side Vending guideline issued vide letter dated 16/22.06.2011
has been undertaken based on the issues raised by zonal railways vide letters under reference.
Accordingly, the modifications in the guidelines as approved by Board are as under:-

(1) Bullet Point No. 2 may henceforth be read as under:

“However, if the above is not possible immediately, then TSV licenses are to be
finalized based on open, competitive, 2-packet tendering system for a period of five (5)
years with no renewal.” —‘ The existing operational licenses / contracts should not be
renewed once their tenure is over. However, if Railway have awarded the train side
vending contract for a period of 9 months or less than 5 years. Railways are advised
that after completion of the awarded contractual period the same may be awarded
afresh for a period of five years by following the revised policy guidelines.

(11) Bullet Point No. -3 is deleted.
(111) Para no.8. : Eligibility Criteria for non-departmental units.

Para no. 8 (ii) For limited tender: the application to be invited through limited tender
to ensure participation from eligible existing static units licensees. - This clause has been
deleted.

(IV) Para 11 of TSV policy guidelines may be henceforth read as under:-

Modified Para 11 “The details of items/ menu (including regional cuisine and local popular
branded items on MRP) as well as their rates to be made available in the tender papers, so
that applicant can quote their bid accordingly.”

(V) Para 12 of TSV Policy to be henceforth read as under:-

Modified Para 12: “To ensure availability of affordable food to passengers, adequate
quantities of Janta Khana, Regional cuisine packages etc. should also be made available at
rates fixed for Jan Ahaar i.e. value between 7 5/- to < 50/- along with standard meals, tea,
coffee etc. at rate fixed vide Board’s letter No. 2012/TG-II1/631/9 dated 21.12.2012.

(VI) The minimum license fee/minimum reserve price may be fixed by following para
no.18 of Catering Policy, 2010 regarding fixation of license fee.

(VI) The TSV contracts must be allotted in a manner that the travelling public get hot,
fresh, hygienic meals at enroute stations. The segment of contracts for TSV of each trains
must be allotted in such a manner that the meal timings of Breakfast, Refreshment, Lunch,
Evening tea , Dinner is catered to. The Bid Document shall define each sector. Eg- train no.
14312 BHUJ- BE exp. Breakfast pickup point at JP at 08.30 hrs and Lunch pickup point at
RE at 12.20 hrs.

(शाप) The Bid Document shall also define the permissions to be given to the licensee for
entering of the vendors/bearers allocated to each contract for taking the meal orders. Efforts
must be made to use latest technology to take orders through mobile phones etc. Adequate
publicity for meals order must be permitted for such TSV contracts.

(IX) To ensure participation of experienced professional, reputed branded chains, existing
major static units and new players, the technical criteria may be suitably defined to ensure
that branded reputed chains, local reputed caterers, popular regional cuisines reputed local
hoteliers chain can participate including food plazas & static units at stations. With a view to
