Sub: Payment of Travelling Allowance & Daily Allowance
to the members of Railway Users’ Cohsultative
Committees/National Railway Users" Cottsultative
Council. _ : ः

In suppression of alf previous orders on the subject, the
travelling facilities and allowances admissible to the “members
(including Members of Parliament and State Legislatures) wominated
on the Railway Users’ Consultative Committees functioning on the
Railways and the National Railway Users' Consultative Comncil will
be as under:- 7

2. Official Members: The travelling allowance of these ,
members will be regulated under their own rules and bome! by their
respective departments. ८

3. Non-official Members ( other than Members of Pagliament
and Members of State Legislat latwreg): i

3-1 Railway Users' Consultative Committee at Divisjonal level:-
Non-official members of the Divisional . Railway Users’

Consultative Committees (Other than Members. of Pagliament and

Members’ of State Legislatures) when attending meetings of the

Committees’ or their sub-committees ' may be sranted ttavelling
allowance as shown below:- , a

i) a free first class pass from the railway. station nearest to the
Place of residence of the members to the place of meeting;

li) a similar concession for the return journey; 1

NOTE:

(A) The Member is entitled to travel in any class except IAC Class
or any class equivalent to that in any train except
Rajdhani/Shatabdi Express trains. In trains other than
Rajdhani/Shatabdi Express trains, in case the member desires to
travel in IAC, he/she will-be required to pay the full difference
in fare between IAC and TAC. .

(B) For the return journey, the pass can also be issued to a. place
other than the place of residence, permanent or temporary,
provided the distance js less than the distance to the station
from which the pass is issued,

(ili) If the place of residence is distant more than है Kins from
the nearest railway station, the actual out of pocket
expenses for the journey between his place of residence
and the railway station, subject to the maximum of Rs, 4
per km. . .

(iv) Daily allowance as out of pocket expenses at the rate of 7

Rs. 80 per Diem for the duration of the meeting and an ey
allowance of Rs, 50 per day as out of pocket expenses for SE
any day or days Spent in travelling between the railway
station nearest to their place of residence and the place of
meeting and Vice-versa, This out of pocket allowance of ...
Rs. 50/- will not be paid for the day or days for which the
daily allowance of Rs. 80/- is admissible. —

(v) In Fespect of journey. by sea or by river steamer ‘a non-
official member wil] be entitled to fare of the highest class
of accommodation (exclusive of diet) from the sea-port ory
nearest to his residence to the sea-port serving the nearest os
rail-head and back. ं ' ः ः

(vi) Air travel is hot permissible for those locations, which are
connected by railhead. For those locations, which are not
connected by railhead, air travel may be permitted from the
airport nearest to the residence of the member, to the nearest.

port to nearest rail head and rail fare (2% AC) between

nearest rail head and the place of meeting is more than the
total airfare from the airport nearest to the place of meeting,
airfare may be permitted from the airport nearest to the
residence of the member to the place of meeting,

(vii) The above instructions will also apply to non-official
members (other than Members of Parliament and Members
of State Legislature) when attending meetings of the
Suburban Railway Users’ Consultative Comunittee,
functioning on the Central, Southern, Eastern, South Eastern
and Western Railways. a
