           Sub: Filling up of vacancies of licensed porters arising out of their proposed      
appointment as Gangmen .    
          
               Kindly refer to Board’s letter no. E (NG) II/2008/RR-3/1 dt. 1.4.2008 
wherein instructions were issued regarding appointment of licensed porters to the 
post of Gangmen.  There is apprehension that the appointment of licensed porters as 
Gangmen may create shortage of licensed porters thereby causing difficulties to 
passengers.  In order to mitigate this problem, Ministry of Railways have decided 
that following steps should be taken before the absorption of licensed porters: 
 
i) 
Station wise train-to-train survey to be conducted for the actual 
requirement of the licensed porters at each station. With the wide use 
of trolley suitcases, the requirement of licensed porters have sharply 
come down. In a survey conducted by DRM/HWH in the year 2000 
at HWH station, the actual requirement of licensed porters noted was 
only 200 against the sanctioned strength of 1800. It may so happen 
that even after absorption of licensed porters, there may not be any 
need of fresh induction. 
ii) 
In case there is shortage of licensed porters at a station, the DRMs 
should explore all possibilities of transferring licensed porters to the 
station from a station where there are surplus porters. 
 
iii) 
In exceptional cases when there are no surplus licensed porters 
available in the division, process should be initiated for fresh 
engagement of licensed porters.
