Ref: Western Railway's letter No.C 4/96/Vol. I dt. 3.1.2001 Western Railway in their letter quoted above had sought Board's clarification as to. why the clause relating to land license fee is not the part of Packet 'A' since the payment of land license fee is mandatory. - In this connection, it may be pointed out that intention of mentioning the land license fee in Para 4.3( Packet B) of the revised policy on allotment. of STD/ISD/PCO/ FAX/Internet Booths was that at the time of giving offer, the operator should confirm. in writing his/her willingness, to pay the land license fee as notified by railway authorities from time to time. As such the operator is not required to offer any land license fee but only required to give his acceptance. Ministry of Railways has, therefore, reviewed the matter and decided that the Para 4.3 of the revised policy on -STD/ISD/PCO/FAX/Internet Booths issued: vide. Board's letter of even number dt.28.4.2000 may be amended as under: Packet 'B' which is the financial offer. shall be opened after short listing on the basis of Packet 'A' ‘and shall contain the financial bids only and no other document. The applicant will give a declaration for paying the . land license fee as notified by the railway administration from time to time and also offer commission which should be conspicuously written both in figure and in words in terms of percentage subject to the minimum specified.
