Sub : Allotment of STD/ISD/PCO/FAX/Internet booths

Please refer to Board’s letters number No.98/TG.1/10/P/PCO/TATA dated.

20.10.98 and 22.10.98 circulating the detailed policy guidelines for allotment of
STD/ISD/PCO booths. Since the zonal Railways have been experiencing
difficulties in execution of these guidelines, a number of references have been
received seeking various clarifications in the matter.

Ministry of Railways has, therefore, reviewed the policy guidelines issued
under Board's letter quoted above. A copy of the revised policy guidelines for
allotment of STD/ISD/PCO/FAX/Internet booths along with a copy of agreement
to be entered with the party is enclosed for information and necessary action.

POLICY ON 'Y ON STD/ISD/PCO/EFAX/INTERNET. BOOTH:

1. ' OBJECTIVE

1.1 To provide easy and user friendly access to the passengers to
-‘corhmunicate in emergency or otherwise
O41 The STD/ISD/PCO/FAX/Internet Booths will be proliferated at a large

number of stations on the Indian Railways

हि 2.2 At present, STD/ISD/PCO Booths authorised by the MT'NL/local P&T
Oh ‘Department are permitted to be installed. Private service providers |
having been given license and who work under TRAI to operate basic
“telecom services in various states will also be permitted to install above
booths | _ ;
2.3 Booths will also be permitted to provide FAX and internet services
3. ACTION PLAN
- 3.4 For the purpose of providing this facility, the stations will be classified
into. various categories as per Board’s letter No 94/LM(B/2/175 dated
~ 28.9.99 which lays down as under:-

Category 'A' Non-suburban stations with an annual passenger earnings of

Rs.6 Crores.and above ः
" Category 'B': I Non-suburban stations with an annual passenger earings
“ between Rs.3 Crores to Rs.6 Crores | |

“IL Stations of Tourist importance, or an important Junction

station (to be decided by GM)
Category ‘C’: All Suburban Stations

Category 'D': Non-suburban station with passenger earnings between

1 and 3 crores.

Category 'E'; Non-suburban station with earnings less than 1 crores.
Category 'F': Halts.

STD/ISD/PCO/Fax/Internet kiosks arrangements will be strengthened at
150’A’ Class Stations by providing upto 2 STD/ISD/PCO/Fax/Internet
kiosks Booths at each platform. Combined platform will be called a

single platform for this purpose. In case of important Stations: serving
“metropolitan towns, State Capitals etc. where there is sizeable traffic,
this facility will also be provided in the concourse and the circulating

area,

At ‘B’ Class stations one STD/ISD/PCO/Fax/Internet Booth will be
provided at each platform

-At.‘C’ and ‘D’ class stations 2 STD/ISD/PCO/Fax/Internet booths will

be provided .
At 'E' class stations, one ST D/AISD/PCO/Fax/Internet booth shall be
provided if considered justified by the Division. At 'F' class ‘station,

“ there 15 00 need to provide STD/ISD/PCO/Fax/Internet booths

If there is any ban on the allotment of additional booths at any stations

_ but there is a justification for provision of STD/ISD/PCO/Fax/Internet

booths, the ban may be lifted with approval of DRM. In any case
