Representations were being received to treat SLRD coaches as unreserved.
Accordingly the matter has been reviewed and it has been decided that in supersession of
the above mentioned instructions, in all Mail/Express trains, the SLRD coaches shall be
treated as unreserved. coaches earmarked for exclusive use of physically handicapped
passengers. These instructions shall, however, not be applicable to fully reserved trains
like Garib Rath trains, in which booking in SLRD coaches is governed by instructions
issued vide No. 2009/TG.I/20/P/Handicapped dated 14.09.2009 (Commercial Circular
No. 45 of2009).

It is also desired that the handicapped quota of two Sleeper class berths (lower berth
for handicapped person and middle berth for their escort), which was withdrawn
consequent upon introduction of SLRD coaches shall be restored.

Earmarking of SLRD coaches as unreserved and earmarking of handicapped quota in
Sleeper class as mentioned in para 3 above shall be simultaneous from the ARP or no
booking date, whichever is earlier but not later than 15-10-2010 i.e. from the date a
reservation quota of2 Sleeper class berths is earmarked for handicapped persons in a train,
SLRD coaches shall be declared as unreserved and its booking through computerized PRS
shall be disabled.
