                                   Sub:- On- Board Services- transfer of arrangement of  cleaning    of  
                                             coaches and toilets to IRCTC.

                With a view to speed up implementation of Budget Announcement 2006-07 of 
Hon'ble MR, regarding provision of Integrated On-Board Services (OBS), especially in 
respect of cleaning of coaches and toilets in running trains, the matter has been examined in 
Board's office and the following joint guidelines are issued:- 
 
1. The OBS provider will maintain the record of deficiencies and defects inside the 
coaches/toilets noticed during the run in 2 copies in a register to be provided by 
IRCTC and hand over a copy to the representative of the Carriage Depot on arrival at 
the destination. 
2. At the beginning of the journey, OBS  provider will inspect the coaches and leave a 
remark on the general standard of cleanliness in the register maintained in the 
Carriage depot. 
3. The system of Clean Train Station will continue to operate. 
4. Training to the cleaning staff and the supervisors shall be provided by the  IRCTC  in 
a comprehensive manner including behavior, personal hygiene, standards for 
cleanliness etc. This will consist of a module on cleaning and functioning of relevant 
coach fittings particularly toilet fittings and the procedure for cleaning them. This 
training will be provided once in 3 years by a nominated Supervisor of the 
mechanical Department in the IRCTC  Training Centers/locations and certificate will 
be issued by him. The training certificate issued by IRCTC  shall include the number 
of the certificate issued by the Carriage Supervisor. 
5. Observations and comments given by the Depot officials on the functioning of the 
cleaning staff of  the On Board Service Provider shall be given due cognizance by 
IRCTC  and suitable action will be taken by them. 
6. The implements/equipments and chemicals/consumables to be provided by IRCTC  
for on-board cleaning will be as follows:-
