Sub: Procedure for allotment of Emergency Quota.

. The procedure for allotment of emergency quota was ‘communicated oa
ted 23.04.1998 ..

to zonal railways vide this office letter No.98/T TG.V/14/P date
(copy enclosed). 3

while deciding the persons for whom the Emergency Quota is to be utilised,
the competent authority controlling the quota would take into. account all. *
relevant factors like the urgency for undertaking the journcy, status of the
persons travelling, their inter-se seniority in the warrant of precedence, etc.
A complaint has been brought to the notice of Ministry: of Railways where
one Deputy Chief Whip (Up Mukhya Sachetak) of Rajasthan Legislative
Assembly was not given priority while releasing emergency quota in his

favour. Ignorance of the status of Deputy Chief Whip has been cited as the

reason for this lapse.

It is advised that the status of Deputy Chief Whip of Rajsthan
Legislative Assembly is equivalent to the Minister of State of Rajsthan State
Government. This may be brought to the notice of all concerned to avoid

recurrence of such lapse in future.

विषय : आपातकालीन कोटा आबंटित करने की कार्यविधि

7 इस मंत्रालय के दिनांक 23.4.98 के पत्र सं. 98/टी.जी.../14/पी (प्रतिलिपि संलग्न है) द्वारा क्षेत्रीय
रेलों को आपातकालीन कोटा आबंटित करने की कार्यबिधि संसूचित की गई थी. इन अनुदेशों के पैरा 4 में यह
सूचित किया गया है कि उस व्यक्ति के बारे में निर्णय लेते समय जिसके लिए आपातकालीन कोटे का इस्तेमाल
किया जाना है, कोटे को नियंत्रित करने वाला सक्षम प्राधिकारी यात्रा करने को अत्यावश्यकता, यात्रा करने वाले
व्यक्ति का ओहदा, अग्रता देने में उनकी परस्पर वरिष्ठता आदि जैसे सभी संबद्ध तथ्यों को ध्यान में रखेगा.रेल
मंत्रालय के ध्यान में एक शिकायत लाई गई है जिसमें राजस्थान विधान सभा के एक उप मुख्य सचेतक को
उसके पक्ष में आपातकालीन कोटा रिलीज करते समय प्राथमिकता नहीं दी गई थी. उप मुख्य सचेतक के ओहदे
क्रो जानकारी न होने के करण Shay गलती हुई.
यह सूचित किया जाता है कि सजस्थान विधान सभा के उप मुख्य सचेतक का sear राजस्थान
TRE के-सज्य मंत्री के समतुल्य है. इसे सभी संबंधित के ध्यान में लाया जाए ताकि भविष्य में ऐसी गलती
