All Zonal Railways. “ Policy Circular No28 -Commercial Directorate Sub: Policy for Pay & Use' toilets The matter regarding improvement of sanitation at various stations has been under attention of the Board's office for quite some time. One of the steps for improvement for sanitation is introduction of Pay & Use toilets. The matter has been reviewed in consultation with Engineering and Finance Directorates of Railway Board. The guidelines to be followed on the subject matter are enclosed, It is desired that action may be taken accordingly under intimation to alt concerned, Kindly acknowledge receipt of the letter. _ a (Dr L K. POLICY FOR 'PAY & USE' TOILETS ‘Pay & Use' toilet is very important and useful concept and on date at as many as 900 stations these toilets have been installed. We have four segients of passengers i.e. premier segment, long distance fast segment, slow passenger segment and commuter segment, For premier segment, we have to create value added Pay & Use toilet services so that apart from normal system, the additional facility of soap, towel and personal attention can be expended. These can be called as deluxe toilets. For other segments low value pay and use toilets can continue. We have classified stations into A,B,C,D,E & F classes. We can decide above types of toilets. , . . Another difficulty which'is being faced is as per the policy no toilets are generally available on island platforms at the ends. This is also an important requirement since when passengers are waiting at the platform alongwith their luggage it is not possible for them to go to the main platforms. Thus, following action should be taken by the Zonal Railways- 1. AVAILABILITY ACCORDING TO TYPE OF STATIONS 1. Deluxe Toilets should be provided at 'A’ class stations with value added services. 2. Besides normal "Pay & Use" toilets should be available at all A, B and C class stations in both circulating areas as well as at all island platforms at one end. 3. At all suburban stations ic. "C" class stations, toilets at appropriate places in sufficient number should be available since MEMU/DMU/EMU do not have toilets. , , : 4. At D, E and F type of stationsalso appropriate number of "Pay & Use" toilets should be available at appropriate places. ll. KINDS OF PAY & USE TOILETS There will be three kinds of Pay & Use toilets - (a) Deluxe toilets: These should be provided at "A" class stations... These will be constructed by professional organisation at their own cost and there will be no regulation on price. The service provider can charge freely on the basis of value added favilities. These should be selected on two packet tendering system and in first packet antecedent for provision of value added services and financial strength is a must for service provider. Second packet will contain the (b) (c) (0) | lumpsum licence fee payable by the service provider. The service provider may be allowed to display advertisements freely on such Toilets, so as to recover maximum cost. The asset would pass on to Railway after a period of five years after the contract. Normal Pay & Use toilets at A, B and C type stations will be constructed by railways and maintained by railways but operation and cleaning will be done by organisations like Sulabh of any other organisation. For this purpose, existing toilets available may be given for maintenance purpose. Maintenance of good quality is a must in ‘contract selection by normal tender process. Nominal licence fee should b
