Please refer to this Office letter No.98/TG.1/9/P dated 29.3.2001(Commercial Circular No. 16 of 2001) wherein detailed policy guidelines regarding Rajdhani/Shatabdi Express _ trains were issued to all Zonal Railways. Paras 7 & 8 of these instructions deal with charging of passengers travelling with waitlisted tickets in Rajdhani/Shatabdi Express trains. While presenting Rail Budget in Lok Sabha for the financial year 2003-2004, Hon’ble MR has made the following announcement :- a “At present, if a wait-listed passenger boards a Rajdhani or Shatabdi Express train, excess fare, equal to the ticket fare, is charged. It is felt that this penal charge needs a revision. It has been decided that the rules in respect of waitlisted passengers hoarding Mail/Express trains will now be applicable to wait-listed passengers of Rajdhani, Shatabdi and Jan Shatabdi Express trains also.” . As such, the passengers found travelling in Rajdhani/Shatabdi/Jan Shatabdi Express trains - with wait-listed tickets on or after 14.2003 will not be excess charged and dealt with as in case of wait-listed passengers travelling in other Mail/Express trains. re “All other — instructions including the rules for passengers travelling in Rajdhani/Shatabdi/Jan Shatabdi Express trains without ticket will, however, remain unchanged.
