Sub: Providing information regarding accommodation in train made available to
Members of Parliament and other VIPs
In order to meet the urgent travel requirements of high official requisition holders,
which includes Central/State Government Ministers, Judges of Supreme Court of India,
High Courts of various States and other VIPs viz. MPslMLAs etc., a limited number of
berths/seats have been earmarked as High Official Requisition(HOR) Quota in different
trains and in-differentclasses. The HOR quota is released in accordance with the priority
- as per warrantof precedenceand well establishedpractice as mentionedin this office
letter No.98/TG.I/14/P dated 23-04-1998 and reiterated vide letter No. 2001/TG.I/14/P
dated 18.03.2003.

For self travel of Hon'ble MPs and Ministers, no request is required to be made
and their reservations are confirmed in accQrdance with the priority as per Warrant of
Precedence issued by Ministry of Home Affairs In no case, their reservation is left
unfulfilled, unless their name is registered just before preparation of reservation charts. In
the event of excessive number of Hon'ble MPs and Ministers intending to travel by a
train than that of the HOR Quota, particularly during Parliament session, they are
accommodated in other unutilised quotas like Foreign Tourist / Parliament House /
Defence Department Quota. Even then if the excessive demand of VIPs is not met with,
if room permits, extra coach is attached to accommodate them or else they are provided
alternative accommodation
e.g. in case of
excessive demand in 1st AC class,
accommodation is provided in 2AC class.

During the meeting of Standing Committee on Railways it was suggested that
Members of Parliament should be informed regarding status of their reservation in train
when they are provided accommodation in lower class. It was also suggested that at every
main Railway station, a designated Nodal officer should be positioned for addressing
issues relating to reservations, etc. of Members of Parliament.

. Accordingly, the matter has been examined and'it has been decided as under:-
i. Each zonal Railway shall identify important stations on their Railway involving'
movement of MPs and nominate Station Manager/Station Superintendent of that
station as nodal officer to co-ordinate with all matters relating to self travel of
Members of Parliament (with or without spouse or companion). In the absence
of such officer, Assistant Commercial Manager (ACM) of the Division will co-
ordinate. List of such stations and designation of nominated officers/ACM along
with his/her phone number should be sent to this office in the enclosed
proforma, by 10-05-2010.

ii. Nominated officer will keep with him/her the list of MPs booked from that
location, who have got confirmed accommodation automatically or provided
accommodation in different trains in same or alternative class out of Emergency
or any other Quota on that particular day.
iii. Such nominated officer shall keep with him the details including phone number,
mobile number etc. of all Members of Parliament whose constituency is served,
by that location or whose movement is frequent from that location. He/she will
also provide his contact number to the Hon'ble MPs.
IV. Whenever any Member of Parliament or his staff contacts such nominated
officer for his/her self travel(with or without spouse/companion), the Hon'ble
MP or his staff shall be apprised of the reservation provided including details of
alternate accommodation provided in cases where accommodation in the
booked class is not available.
v. Zonal Railways shall also put in place a mechanism for informing the Member
of Parliament or his staff of th
