The entitlement of the Union Ministers and Speaker of Lok Sabha

to travel by Railway has been indicated in the Annexure 'F' of IRCA
Coaching Tariff No. 25 Part | (Vol 1) of 15th January 1998 wherein their
entitlement to travel by train has been shown as "one Standard gauge
Saloon", However, the number of berths to be occupied by the Union

Ministers/Speaker of Lok Sabha in 1st AC/First Class in absence of 5

_ Saloon has not been indicated. South-central Railway while referring to

above mentioned provision has sought a clarification regarding

entitlement of the Hon'ble Union Ministers/ Speaker to travel in train in
_ discharge of ‘their official duties in absence of their entitlement as

indicated in IRCA ‘Coaching Tariff No. 25 of 1998.

The position has been ascertained from the Ministry of Home
Affairs and Lok Sabha Secretariat and is given as under:-

(i The entitlement of the Union Ministers, to travel by railway on duty
in the absence of a Saloon/ Inspection carriage is one First AC

Coupe (2 berths in 1+ AC) or 4 berths in. AC 2-tier or 2/4 berths in
First Class,

Gi) Lok Sabha Secretariat has confirmed that the Hon’ble Speaker,
Lok Sabha is entitled to get reserved such class and number of
berths as are admissible to a Cabinet Minister, while travelling in
trains in discharge of his official duties.

Note:

“Minister” means a member of the council of Ministers by whatever name called
and except in relation to the rules in sub-section(1) of section 11 of Salaries and
Allowances of Ministers Act, 1952(58 of 1952), includes a Deputy Minister.

विषय : लोकसभा अध्यक्ष एवं केन्द्रीय मंत्रियों को रेलगाड़ियों
की विभिन्‍न श्रेणियों में यात्रा करने की पात्रता.

15 जनवरी; 1998 के भा.रे.स. कोचिंग दरसूची सं,25 के भाग-(वाल्यूम-) के
अनुबंध 'एफ' में लोकसभाध्यक्ष एवं केन्द्रीय मंत्रियों को रेल द्वारा यात्रा करने के लिए "एक
मानक आमान सैलून" श्रेणी की पात्रता प्रदान की गई है । परन्तु सैलून उपलब्ध न होने की
स्थिति में, केन्द्रीय मंत्रियों और लोकसभा अध्यक्ष को प्रथम श्रेणी बालानुकूल : डिब्बे एवं प्रथम
श्रेणी डिब्बे में उपलब्ध कराई 'जानेवाली शायिकाओं की संख्या का उल्लेख नहीं किया गया है ।
दक्षिण-मध्य रेलवे ने उपर्युक्त उपबंध का उल्लेख करते हुए यह स्पष्ट करने का अनुरोध किया
है कि भा.रे,.स. के 1998 की कोचिंग दरसूची सं,25 में दर्शाएं अनुसार पात्रता न होने पर
केन्द्रीय मंत्रियों और लोकसभा अध्यक्ष को सरकारी ड्यूटी के निर्वहन हेतु रेल में यात्रा की
श्रेणी की पात्रता कया होगी | ः

गृह मंत्रालय एवं लोकसभा सचिवालय से उपरोक्त स्थिति का पता लगाया गया है जो
निम्नानुसार है :-

(1) सैलून/निरीक्षण कैरेज की अनुपलब्धत्ता की स्थिति में केन्द्रीय मंत्रियों को उनकी
सरकारी ड्य
