(Commercial Circular No. 22 of 2025) Sub: Allotment of ‘Premium Brand Catering Outlet’ at station Ref: (i) SCR’s letter no.EO-34608 (2019)/Catg/Catering Policy 2017 dated 07.07.2025 (ii) Catering Policy 2017 (CC No.20 of 2017) Vide the letter referenced above, SCR has requested Board to issue guidelines for provision of premium single brand food outlets at stations. SCR has further stated that in tune with the world class facilities being provided to passengers, there is need to permit Premium Single Brands _(such as McDonald’s, KFC, Pizza Hut, Baskin Robbins, Haldirams, Bikanerwala, etc which are reputed brands) at stations at par with similar facilities available to passengers at airports. The request has been examined in Board’s office and it is clarified » that stalls cannot be allotted on a nomination basis. The following is advised: (i) Zonal Railways will operate ‘Premium Brand Catering Outlets’ (singe- brand, company-owned/operated/franchise), if there is demand and justification, by suitably incorporating the same in the station plan/blueprint without disturbing the extant reservation policy (Para 10 of Catering Policy 2017) (ii) ‘Premium Brand Catering Outlet’ is added as a new, fourth type of catering stall in the definition of catering stalls vide item no. 5 of the definitions in Catering Policy 2017 (Annexure-l), as’under:, Catering Stalls: These are four different types of stalls selling catering products like beverages, snacks:.and other light refreshments. First is the tea stall where tea, biscuits and snacks are served. The second type of stall is milk bar, which are specially meant for various milk products and the third type of stall is juice bar meant for juices and fresh fruits. The fourth type of stall is ‘Premium Brand Catering Outlets’. 2025/Catering/ 600/09 : 173140619/2025 (iii) Allotment of ‘Premium Brand Catering Outlet’ will be done as per governing e-Auction policy in vogue. A dedicated segment may accordingly be created under the e-Auction module. (iv) Tenure of ‘Premium Brand Catering Outlet’ shall be 05 (five) years 85 - applicable for other catering stalls. All other instructions, including ' fixation of Minimum License Fee, shall be governed as per extant Catering Policy (v) Respective Zonal Railways will formulate Special Conditions of Contract as per the requirement This issues with concurrence of.
