Sub: Misuse of Metal Pass facility by railway officers after their  
                                 Retirement.

Incidents of misuse of the Metal Pass facility by some officers after their 
retirement has been brought to notice by Vigilance Commission (R) during a review 
meeting with Railway Board. It has been pointed out that such retired railway officers 
usually lodged a bogus FIR about the misplacement of Metal Pass before their 
retirement and fraudulently continued to utilize the same after retirement in areas 
where they had not served.

To curb this tendency, Board has decided that retired railway officers found 
fraudulently misusing such metal passes, should be treated as ticketless travelers and  
action taken against them under Section 55 and Sections 137 & 138 of the Railways’ 
Act. The metal pass in the possession of such staff may also be confisticated.  A 
detailed report of such incidents along with the confisticated metal pass may also be 
handed over to the concerned CCM for initiating departmental action under Section 8 
of the Railway Service (Pension)Rules 1993.

Instructions may please  be issued to all ticket checking staff for strict 
compliance under intimation to this office.
