Sub: Downgrading of sleeper class coaches of special trains as unreserved
sleeper class or unreserved/reserved second class.
Ref: Commercial Circular no. 23 of 2015 dated 16.04.2015.

In continuation of instructions issued vide CC 23 of 2015, Ministry of
Railways have now decided to empower General Managers of Zonal Railways to
decide upon downgrading of sleeper class coaches of special trains as unreserved
Sleeper class or unreserved/reserved second class, subject to the following
conditions:

i: The same shall be utilized only during festival rush, mela period,
unexpected traffic surge, during peak periods like summer/winter rush etc.

il. Unreserved second class coaches are not available with the concerned Zonal
Railways for running of unreserved special trains.

2. This issues with the concurrence of Finance Directorate of Ministry of
Railways.

3. Necessary instructions may be issued to all concerned immediately.

4. Receipt of the letter may be acknowledged. Also please check these
instructions on the Indian Railways website- www.indianrailways.gov.in under
the head commercial circulars.
