Sub: Policy on Luxury Tourist Trains being operated or to be operated
in association with State Tourism Departments or IRCTC- Master
circular.

Railway Board has reviewed the policy on Luxury Tourist Trains operated or
to be operated in association with State Tourism Corporations / IRCTC and have
decided, with the approval of Competent Authority, to reduce existing haulage
charge by 50%.

2: Accordingly, following is advised:

(i) The calculation of total haulage charge as notified vide Commercial

Circular No.20 of 2015 dated 30.03.2015 will remain same. Haulage
charge will be divided into two components i.e. fixed charges and
variable charges. However, whatsoever haulage charge is arrived
based on above methodology will be reduced by 50% i.e. existing fixed
charges and variable charges will be calculated as per methodology
elaborated in CC 20 of 2015 and the amount arrived for fixed charges
and variable charges will be reduced by 50% flat.
The final figure so arrived after giving above reduction by 50% in fixed
and variable components of total haulage charge will be taken as the
“actual” haulage charge to be realised from State Tourism
Corporations/ IRCTC for the purpose of payment of haulage charges
for running Luxury Tourist Trains.

(ii) All other instructions regarding general guidelines for introduction of
Luxury Tourist Trains, role and responsibility of Indian Railways and
State Tourism Corporations/IRCTC, schedule of payment of fixed and
variable charges etc. will remain same_as notified vide Commercial
Circular No.20 of 2015 dated-30:03.2015. '

= The above reduction in haulage charges of Luxury Tourist Trains
should result in commensurate reduction in the tariff charged from end
users of these Luxury Tourist Trains. All concerned to ensure the same
and inform Railway Board about the actual reduction in the tariff
charged from passengers of these Luxury Tourist Trains.

3. This issues with the concurrence of Finance Directorate of Ministry of
Railways.
