(Commercial Circular No. 14 of 2003) | Sub: Procedure for allotment of Emergency Quota. Instructions were issued vide Board's letter No.96/TG1/14/P dated 23.04.98 (Copy enclosed) wherein the detailed guidelines for allotment of Emergency Quota were laid down. These guidelines inter- alia stipulated that a skeleton chart should be taken out at train originating and chart preparation centers to find out details of VIPs including MPs booked and action should be taken by the incharge'to seek reservation from the emergency quota controlling authorities. It was also stipulated in these instructions that a message for MP’s onward and return journey reservations should also be endorsed to CCM and ACM (Reservation) of the concerned Railways also for taking action to get the accommodation released in favour of the VIPs. The above instructions were reiterated vide Board's letter of even No. dated’ 12.08.98 (copy enclosed). However, an instance came (0 the notice of the Ministry of Railways where on account of non taking out of the skeleton chart, the Hon'ble judge of the High Court was not provided accommodation and consequently manual corrections had to be made to provide him accommodation by deleting the name of an Hon'ble Member of Parliament. As a result of this manual correction the Hon’ble Memiber of Parliament had to face a lot of inconvenience and a Privilege Motion was moved by him in the Lok Sabha. The matter was then reviewed by the Ministry of Railways and instructions were issued vide this Office letter No. dated 2002/TG.1/14/P dated 6.11.2001 (copy enclosed) advising that once Emergency Quota has been fed into the computer, no manual correction should be resorted to. oo. a -2/— Sy न = dated 23.04.98,12.08.99 and 06.11.01 referred to above should be reiterated to all concerned with the directions to follow them scrupulously.
