Instructions have been issued from time to time laying down guidelines for
opening of halt stations, closure of uneconomic halt stations, appointment of halt
contractors, extension of booking zone of halt stations, upgradation of halt
stations into flag stations, downgradation of flag stations into halt stations, etc

The matter has been reviewed in the Ministry of Railways and it has been
decided to issue a comprehensive guidelines on the above aspects to be followed
by the Zonal Railways.

Opening of Halt Stations under Gene

A halt station can be opened under General Manager’s powers without
referring such a case to Ministry of Railways for approval when

i There is a financial justification for opening a halt station;
i) the non-suburban areas, the site of the proposed halt is atleast 5 kms
from the stations/halts on either side

iil) When the proposal is feasible both from Operating & Enginsering points of
iv) The opening of a new halt station is otherwise remuserative but infringes
the minimum distance limitation of 3 miles/§ kms; .
v) Railway should consider the possibility of obiaining voluniary Shramdan,
for earthwork during construction of the halt, from the iocal Villagers and even
after this if the passenger halt still rernaing financially unremunerative the
General Manager, in consultation with their FA&CAD may sanction opening of
such halt on amenity grounds, provided the estimated loss is not more than
Rs, 10,000/- per annum; and

wD Tn all cases of opening of new hali/flag stations under.General Manager’s
powers, itrespective of the fact whether the proposal is finaricially remaunerative or
unremunerative, the financial implications must be vetted by FA & CAO,

Ln juirement lirement of Board’s approval:

i) When the conditions as stipulated zbove are not fulfiied, a halt may be
opened as. a passenger amenity if the Zonzi Railway is satisfied that there is
justification for opening the halt on grounds of volume of passenger traffic. In
such cases, however, the Zonal Railways should make their recommendation to the
Railway Board under.whose orders alone can such ‘halts be opened. - While
recommending to the Board, the proposal should be personally approved by the
General Manaser and vetted by the Railway's FA&CAO, For determining the
financial justification of a scherne for opening of new hal/flag station, interest on

capital is not to be taken into account on a financially viable proposal, but -

wherever such a scheme is not found to be financially rerainerative, interest of
capital should be added io work out the correct financial implications,

ii) it is observed that while ‘determining the feasibility of opening of a halt
station, the Zonal Railways, interalia, take into. account the financial itaplications
for providing this facility. While calculating the financial implications, the cost of
sioppage of trains at the proposed halt station is also worked out, In such cases
_ Where thers is a demand from the local people for opening of passenger halts at
Block Huts where trains are already stopping for operational purposes, cost of
stoppage of trains need. not be taken into account at t
