Sub: Guidelines to incentivize utilization of Alternate Goods Sheds - Diversion fee

Authority: Railway Board’s Corrigendum to Rates Circular No.14 of 2020 issued a
vide letter No. TCR/1078/2020/06 (3321001/3338890) Dated 23.08.2022.

In terms of extant guidelines, divisions are empowered to identify busy goods sheds
and define their corresponding Alternate Goods Sheds.

The matter has been reviewed. In order to incentivize utilization of alternate goods
sheds, following has been decided-

* In case of diversion of rake, which is originally booked to a busy goods shed, to its
corresponding Alternate Goods Shed on the request of customer, Terminal Charge will

not be levied. Terminal Charge already collected will be refunded. However, Diversion Fee
will be levied.

* In case of diversion of rake, which is originally booked to a busy goods shed, to its
corresponding Alternate Goods Shed on operational account, Terminal Charge and
Diversion Fee will not be levied. Terminal Charge already collected will be refunded.

* Diversion of rake from busy goods shed to alternate goods shed will be permitted by CFTM
of destination zone. It must be ensured that proposed terminal for diversion is not under
operating restriction on the date of initial loading and on the date of diversion of rake.

Diversion to Alternate Goods Shed should be permitted only to full rake and not two-point
rake.

* Differential freight will continue to be levied as per extant guidelines applicable for diversion

of rake. However, as per policy refund of differential tariff is not permissible in case of short
destination and shall continue to apply unchanged.

* These guidelines will be applicable in case of pre-defined Alternate Goods Sheds.
These instructions will be implemented w.e.f.01.09.2022.

This issues in consultation with Claims Branch: Traffic Transportation Directorate and with
the concurrence of Finance Directorate of Ministry of Railways.
