III_" , CateringPolicy2004wasissuedon 5.10.2004to increaseearningsfromCateringcontractsand ensure,POmplete transparencyandccmpetitivenessin awardof contractsas perannouncement madebyHon'bleMRduringtheBudgetspeech2004- 05in theParliament Duringthe implementationof CateringPolicy2004somepracticalproblemswerefaced and representationswere receivedfrom.variouscornersto bring aboutchangesin the Catering Policy2004.Subsequently Hon'ble MinisterforRailwaysmadesomeannouncements onthefloorof Parliamentaddressingtheseissues. CateringPoRcy2004issuedon 5.10.2004alsoneededsome otheramendments.Inconsideration of genuinedemandsandsubsequentannouncements of Hon'bleMRin orderto fulfillthe social obligationsof the Governmentof India,theexistingCateringPolicy2004hasbeenreviewedby RailwayBoardanda newCateringPolicy2005hasbeenformulatedin super-sessionof all the existingpolicyguidelinesandadministrative instructionsissuedfromtimetotime. IRCTCwillfollowtheoverallpolicyguidelineswithreferencetoclassofstations,definitionsof major andminorunits,reductionincongestion,provisionof pantrycar,transferof license,exclusionand inclusionofclause,tenderingsystem,applicationsystem,tariff,reservationpolicy,renewa,tenure, ceilinglimit on holdingof cateringunits.mutuallyagreedroodelagreement,arbitration,etc. containedin the policy guidelinesor amendedI reviewedfromtimeto timeby Ministryof Railways.It is advisedthatas andwhenthe cateringservicesare takenoverby IRCTC,the functionsrelatingto cateringhithertoperformedby the zonalrailwayswouldbe performedby fRCTC.
