Sub: Frauds in SPTM generated tickets

In continuation of the Board’ letter of even number dated

19.1.2001 the following additional measures should also ‘be taken
in this regard:- ं Te

At present tickets issued from SPTMs are of different colours :

on various Railways, which causes confusion. -In order to
ensure uniformity, Board has decided that the ticket issued
from the SPTMs will be of the same colour on the all-Indian
Railways and the colour of the tickets issued w-e.f 15' April

will be Copper Brown with 115 GSM (+ or -15), A grade.’

quality like GSM, glazing and colour density. In. case of the
availability of the existing stock, the same can be extended to

be used upto 30.6.2002 with specific approval of CCM. After. |

30.6.2002, the colour/paper of the tickets will be as decided

above. In no case, after 30.6.2002, the tickets of the

colour other than prescribed one will be issued through
SPTMs. .

Non-issued /cancelled /Spl.- cancelled tickets avill be handled

only at the nominated terminal by the supervisor only. In no ~
case non-issue tickets will be handled at any counter other —

than nominated — one. The details of ~ non-
issue/cancelled/Spl.- cancelled tickets will be maintained in
a separate register. It will be the responsibility of the
TIA/Senior CMI to check each and every non-issue ticket
and affix his signatures for having done so. The details of .

the total number of tickets igsued on day..to.day basis for
various directions will be. compiled and maintained in the |
register, which should be checked by the inspecting officials ©
from time to time. Non-issue features of SPTM should . be
disabled for the operators. It should remain on supervisory
counter only. If there is no supervisory terminal, one
terminal may be nominated as supervisory terminal for this
purpose. CMC should be asked to change the software. Till
this is done special cancellation should be done by the
supervisor only

Proper lead sealing of ali ARTS cabinets under the joint
signature of the vendor’s engineer should be ensured. All the
records of shifting and resealing of the cabinets should be
maintained. Supervisors should ensure that the machine

with broken seal is not kept at the counter for issue of . |

tickets to the passengers. Prescribed procedure for sealing
as per J.P.O must be followed.

As per para 4.10 of Annexure-Il of Joint Procedure Order
annexed with Thoopal: Committee Report, the amount of
debit to be raised for one missing SPTM ticket will be the.
total fare of maximum number of passengers that can be
booked on one ticket from issuing station to the farthest
destination in the system, by the highest class. It has been
observed that different railways are adopting different policy
on this aspect. Board desire that no railway should deviate |
from the instructions referred to in Thoopal Committee —
report regarding raising of debits for missing SPTM tickets
without proper directions from Accounts or Commercial
Directorates of Board’s office

Upper class’ tickets should be issued through. supervisor —
terminal only. A constant watch will be kept on the pattern
of issue/cancellation of these tickets by CMIs/ Traffic
Accounts Inspectors. ं

No Platform ticket issued through SPTMs . will be
cancelled/non-issued with immediate effect a

Regular workshops should be organised to give training to
staff for efficient operation of SPTMs and also to counsel
them to take preventive steps to prevent fraud {some of
which have been indicated in the checklist enclosed}.
